国家自然科学基金大型数据项目管理研究—项目启动评估及年度评估

The project aims to explore how the National Natural Science Foundation (NSFC) manages the pre-project review and the annual review of the major data projects effectively, and develops a practical management programs and operating procedures for the successful implementation of the reviews. According to the characteristics of data collection project and the data sharing project, we draw on the experience of U.S. National Science Foundation (NSF), combined with the domestic current management practice, to carry out comprehensive analysis of the formation of the project review committee, the criterions, the contacts and the process of the review etc., and give suggestions to establish a system of rigorous scientific pre-revies and annual review system. Our research has important practical and theoretical significance for the quality improvement of NSFC data project, management risk reduction and management efficiency , but also provides the prerequisite and guarantee for the success of operation and completion of the major data project.

本项目旨在探讨如何实现国家自然科学基金（NSFC）对重大数据项目的启动评估和年度评估，为项目的顺利实施制定一套切实可行的管理方案和操作方案。本项目根据数据收集项目和数据共享项目的不同特点，通过借鉴美国国家科学基金会（NSF）经验，并结合国内目前的管理实践，从成立评估委员会、确定评估标准、评估内容到评估程序、评估结果等多个环节展开全面的分析，并提出了相应的评估方案。我们的研究对NSFC数据项目质量的提升、管理风险的降低以及管理效率的提高具有重要的理论现实意义，也是数据管理项目成功运作和完成的前提和保障。
