智慧区域概念、评价指标与网络特征研究：以长三角为例

The subject attempts to study the regional spatial effect under the influence of information technology. Based on the strategic needs of the future development of China's smart city and the scientific frontier development needs, first, we analyzed the concept of the smart region. Then through the analysis of the influencing factors of the smart region, we initially established the evaluation index system of the smart region. Combining with the analysis of big data and small data, using the methods of compound measure of space of flows, we analyzed the spatial fluidity of the smart region. Third, the spatial distribution、spatio-temporal evolution and network structure characteristics of the smart region is summarized through the methods of social network analysis, geographic association analysis and multi-agent system. Then we explore the dynamic mechanism of the construction of smart region, and put forward the coordination mechanism of smart regional government management and intelligent regional planning and optimization measures. Through the combination of theory and practice, this paper explores the theory and practice path of China's smart region.

课题试图从信息技术影响下区域空间效应进行研究。紧密结合我国智慧城市建设的未来发展战略需求和科学前沿发展需求，解析智慧区域概念的基础上，通过智慧区域影响因素分析，初步建立其评价指标体系。结合大数据与小数据分析，运用流动空间要素流复合测度方法，分析智慧区域流动空间的空间流动性；运用社会网络分析方法、地理关联分析、多智能体系统等方法，归纳智慧区域的空间分布、时空演化、网络结构特征，探寻智慧区域构建的动力机制，进而提出智慧区域政府管理协调机制和智慧区域规划和优化措施。通过理论与实践相结合，探索我国智慧区域建设理论与实践路径。

在数字中国战略快速推进的背景下，本项目以多源大数据挖掘与分析技术为支撑，综合利用智慧产业、智慧交通、高铁、企业投资、专利、智慧基础设施、要素流动等多元智慧区域发展数据，深度解析长三角智慧城市群为代表的智慧区域的空间演化特征，探讨智慧区域空间组织机理，精准模拟了智慧城市群发展演化的空间效应；并从城市网络、智慧产业、智慧专业化、新基建、协同创新能力等视角，归纳了智慧区域的网络特征，探索影响智慧区域发展的动力机制，提出了以智慧城市群为典型的智慧区域协同发展策略。在项目的支持下，发表学术论文20篇，包括SCI论文2篇，CSSCI论文9篇。共培养硕士研究生17名，毕业硕士研究生10名。项目取得了五个方面的突出创新和进展：一是梳理了国内外智慧区域发展路径与空间模式，建立研究框架，提出智慧区域的概念；二是系统构建了智慧区域的评价指标体系，探索了中国及长三角智慧城市群的范围界定；三是全面解析了城市网络、产业、创新、基建等多维视角下智慧区域的网络特征；四是深入探讨了智慧区域发展演化的动力机制；五是初步探索了提升智慧区域治理现代化水平的策略。
