区域旅游产业结构演化对旅游效率的时空影响及动力机制研究：以长三角地区为例

Structural optimization is one of the essential requirements of the development of modern tourism. Efficiency evolution driven by structure is the symbol of quality promotion of regional tourism development. Research on the dynamic mechanism of regional tourism economic growth based on the perspective of “structure - efficiency” is not only the developing reality of tourism industry, but also an important scientific problem of depth research of theory. This project builds a research framework of time-space impact of regional tourism industrial structure on tourism efficiency and its dynamic mechanism, which is based on the measurement of regional tourism industrial structure and tourism efficiency, taking the research about evolution of tourism efficiency driven by tourism industrial structure as the core, and taking the dynamic mechanism of regional tourism development as the expansion in the perspective of “structure - efficiency”. Taking Yangtze River Delta as an example, in which tourism economy is one of most active area in China, through establishing a systematic analysis framework which integrates elements, progress, mechanism and model, it tries to break through the limitation of traditional methods and subjects about the research of tourism efficiency, with the help of GIS technology and mathematical modeling method. This project not only tries to reveals the internal mechanism, time–spatial coupling characteristic and collaborative development path between tourism industrial structure and tourism efficiency, but also analysis the pattern and mechanism of efficiency evolution driven by industrial structure in the development. The research results will further deepen the understanding of evolution mechanism of tourism efficiency and dynamism mechanism of modern tourism development. For one thing, this project can provide theoretical support and decision references about optimization and upgrading of tourism industrial structure; for another, it can improve the quality and efficiency of tourism economy under the new normal.

结构优化是现代旅游业发展的本质要求之一。结构驱动的效率演进是区域旅游业发展质量提升的标志，基于“结构—效率”视角的区域旅游经济增长动力机制研究，既是旅游业发展现实的需要，也是理论深化研究的重要科学问题。本项目以区域旅游产业结构与旅游效率的要素测度为基础，以旅游产业结构驱动的旅游效率演进研究为核心，以“结构—效率”视角下的旅游发展动力机制研究为拓展，构建区域旅游产业结构对旅游效率时空影响及动力机制研究框架。以中国旅游经济发展最为活跃的长三角地区为例，通过确立要素、过程、机理与模型为一体的系统分析框架，借助GIS技术与数学建模方法，尝试突破传统旅游效率研究的方法与主题限制，揭示两者的内部作用机理、耦合特征及协同发展路径，剖析产业结构驱动的效率演进模式及机制。研究结果将进一步深化对旅游效率演化机理及现代旅游业发展动力机制的认识，为推动新常态下旅游产业结构优化升级与提质增效提供理论依据和决策参考。

结构优化与效率提升是现代旅游经济增长的基本要求。以长三角地区为例，从时空关系视角探讨区域旅游产业结构对旅游效率的影响机理，从“结构—效率”视角构建区域旅游发展动力机制。通过确立要素、过程、机理与模型为一体的系统分析框架，借助GIS技术与数学建模方法，尝试突破传统旅游效率研究的方法与主题限制，揭示两者的内部作用机理、耦合特征及协同发展路径，剖析结构驱动的效率演进模式及机制。.项目研究的结果体现在以下方面：一是旅游效率研究方法的拓展。认为当前旅游效率研究虽然在技术上存在一定的突破，但仍然存在 “重实证轻理论”、“重方法轻过程”、“重结果轻机理”等现象：旅游效率研究比较重视实证研究，强调测算方法与测算结果；相对忽视理论基础的构建、旅游效率的时空演化过程及机理研究。传统意义上的旅游效率测度方法，一定程度上会导致效率结果出现“虚高”。基于此，项目分别基于修正的DEA、考虑环境变量的DEA（三阶段DEA），以及考虑非期望产出的SBM模型对中国大陆省域旅游发展效率、星级饭店经营效率进行了测度。二是开展对旅游产业结构系统的研究。旅游产业的外延性十分广泛，这为旅游产业结构的定量测度增加了困难。项目采用SSM方法，分别对入境旅游产业结构及整体旅游产业结构进行测度，对“结构红利”假说进行了验证，认为结构调整是当前乃至今后一段时间，中国旅游业高质量发展的保证。三是旅游效率应用研究的提升。结构驱动的效率演进逐渐成为当前中国旅游业发展的核心驱动力，结构驱动的效率演进具有一定时空尺度效应：东部地区旅游发展面临着更加迫切的调结构任务，随着旅游业的发展，结构因素将会逐渐取代其他因素，成为影响中国旅游经济增长的核心驱动力。.项目研究结果对于扩充旅游效率内涵，以及区域旅游转型升级与提质增效具有十分重要的理论与现实意义。未来旅游效率的拓展研究需要从更广阔的绩效视角出发，基于大数据视角的交叉研究亟需跟进。
