中国（上海）自贸试验区配套政策、风险及影响评估

Shanghai Free Trade Zone, officially approved on Aug.22 2013, serves as a pilot strategy on reform and opening up on China’s new stage of economic development. Its implementation will set an example for other parts of China, accelerate the transformation and adjustment of economic structure, and promote China’s development on a long-term sustainable track. Additionally, Shanghai FTZ attempts to test China’s new opening policy and collect experiences that help the country better adapt to the new-generation rules in international trade and investment. By carrying out breakthrough attempts in investment, trade, service, finance, taxation and others, this trial will undoubtedly create far-reaching impact on China’s future. This project consists of six sub-topics, each focusing on a special issue of Shanghai FTZ, i.e., the transformation of government functions, foreign direct investment policy, offshore finance development, service trade, trade facilitation and shipping, and legal and taxation system. Based on these sub-research, this project focuses on three points: first, the schedule of policy implemention and policy deepening, and when and how to extend FTZ experience to other area of China; second, the risk evaluation and management of Shanghai FTZ reform; third, its potential impact on the local, regional and national economy. The above results will provide valuable references for decision makers, and assist Shanghai FTZ to move forward steadily and smoothly.

2013年8月，国务院正式批准设立中国（上海）自由贸易试验区。自贸区的建设是转变经济增长方式，促进经济可持续发展，应对国际贸易投资新规则，探索中国对外开放新模式的重要举措。自贸区在投资，贸易便利化，服务业开放，金融，财税等多方面进行了突破性尝试，对于中国经济发展和改革意义深远。本项目将围绕自贸区的制度创新和政府职能转变，自贸区在国际直接投资方面的政策，自贸区与离岸金融的发展，自贸区服务业开放的政策与影响，贸易便利化与航运，自贸区发展的相关体制保障与政策体系等六个方面展开研究。基于这些分课题研究，总课题将深入研究自贸区的配套政策及其推进，自贸区风险评估及管控，自贸区对上海,区域经济及全国经济发展的影响，并针对政策深化的内容、政策推进的时间表和空间安排进行政策分析。本项目研究成果将为有关决策部门科学制定和推进自贸区的改革方案提供决策参考和科学依据。

本项目围绕自贸区的制度创新和政府职能转变，基于自贸区在国际直接投资方面的政策、自贸区与我国离岸金融的发展、自贸区的服务业开放政策、自贸区的贸易模式转变、自贸区发展的相关保障体制与政策体系等子课题的研究，深入分析了自贸区的实施和配套政策，自贸区的风险评估和管控，以及自贸区背景下贸易便利化对中国经济及贸易的影响，进而针对政策深化的内容、政策推进的时间部署以及空间安排进行了政策分析。项目进展期间，课题组成员深入上海自贸区进行实地调研，并参加了中国（上海）自贸区制度创新研讨会、全国国际贸易学科协作组年会、中国国际问题研究青年学者50人论坛等等，通过收集调研材料，整理文献和分析数据，项目组为有关决策部门科学制定和推进自贸区的改革政策和方案，保障中国（上海）自贸区成功改革提供了决策参考和科学依据，目前本项目已完成并上报的政策建议报告有7份，已完成未上报的政策建议报告有2份，发表论文2篇。
