重大科技项目合作机理与政策研究

Scientific collaboration is a necessary means to solve major scientific problems globally.However,the lack of effective collaboration in the study of major research projects has become the defect of China scientific and technological development . The core issue in this study is : what is the internal logic resulted from collaboration dilemma in the current implementing of major research projects.Whether effective collaboration can be achieved through the design of effective incentive mechanism.How to promote cooperation by optimizing the policy system.Based on understanding of financing efficiency and collaboration situation in China's major research projects by the means of case study and literature study，this study indicates the mechanism resulted from collaboration dilemma in major research projects from the view of new institutional economics, the principal-agent theory and sociology.In this study，research collaboration measurement scale is designed.What'more，analysis framework of collaboration degree at the team level is put forward .The study also discusses dynamic mechanism and key factors influencing collaboration in major research projects. Through establishment of two-stage tournament model，the study demonstrates the realization of incentive mechanism in effective research collaboration. In addition，it comes up with the generation mechanism and condition to achieve investigators'collaboration equilibrium solutions, which aim to release the cooperation mechanism of major research projects.By these study a new prospective and idea is expected to solve the collaboration dilemma in current major research projects.

科学合作是各国解决重大科学问题的必要手段，而重大科技项目研究中缺乏有效的合作已经成为中国科技发展的痼疾。项目拟解决的核心问题是："当前在重大科技项目执行过程中合作困境产生的内在逻辑是什么？能否通过有效的激励机制设计实现重大科研项目研究中的有效合作？如何通过政策体系优化促进合作？" 本研究在通过案例研究与文献述评形成对我国重大科技项目资助效率与合作情况基本认识的基础上，从新制度经济学、委托代理理论、社会学三个角度揭示当前重大科技项目合作困境产生的机理。设计科研合作程度测度量表，研究提出团队层面重大科技项目合作程度分析框架，并以此探讨重大科技项目合作的动力机制、影响合作的关键因素。通过建立两阶段重大科技项目锦标赛模型论证实现有效科研合作的激励机制，研究实现研究者合作均衡解的产生机制与条件，揭示重大科技项目合作机理，以期为解决当前重大科研项目中的合作困境提供一个新的视角和思路。

重大科研项目相比一般项目具有重（对社会的影响重大）、大（涉及面广，投资经费大）、深（要求的技术水平高）、难（难度高）等特征，仅靠单个人的努力很难有重大科研和学术成就，需要不同学科背景的专家学者精诚协作、密切配合，形成相对完整的知识结构来产生前瞻性的研究成果。因此，科学合作成为各国解决重大科学问题的必要手段。现实中重大科研项目取得丰硕成果的同时，也出现了项目成员合作程度不高，项目成果的集成性不强、突破性有限的问题，与国家设立重大科研项目的初衷和预期还存在一定差距。深入研究重大科研项目在合作中出现的问题，对激励重大科研项目在研究中加强合作，提高重大科研项目研究质量，具有重要的理论意义与现实意义。.项目首先在对重大科研项目案例研究的基础上，借鉴社会学中“有组织无序”观点，从资源的非对称依赖、组织认同、协商式资源交换过程和合作规则形成过程，四个维度解释了重大科研项目合作困境的产生机理。并构建委托代理模型，建立重大科研项目合作困境出现的微观基础。在理解重大科研项目合作困境产生原因的基础上，提出了团队层面重大科研项目合作程度分析框架，并基于此框架研究重大科研项目成员合作影响因素，分析不同维度对合作效率、合作质量、合作绩效和合作紧密度的影响，重点研究了重大科研项目中首席科学家特质、重大科研项目团队角色构成等对重大科研项目合作绩效的影响。并对前述理论认识进行了实证检验。最后，从科技管理部门、科研团队、项目团队三个角度，提出了促进重大科研项目合作质量的政策建议。
