The Internet plus the public opinion, it forms a new set of public opinion transmission and control mechanism, which has great impact on the existing guidance system, the transmission ways and channels of public opinion present a diversified structure, which brings new demand and challenge to detect, lead and control the public opinion. Our program will first studies on the technologies of the machine learning, push deeper into the value of Big Data for internet public opinion, and discuss the topology structure of transmission network based on multidimensional and hierarchical scale, and then find out how the emotional pattern affects one's information processing under Internet plus age in emergencies. Based on some current studies on the cognitive mechanism, we focus on the rules of internet public opinion transmission, and analyze the characteristics of internet information resources; meanwhile we search the critical nodes, paths in transmission network and the causes of the information distorted in the process of transmission, build the transmission and proliferation model; so with the method of situation dependencies, the online public opinion will be leaded to a positive direction, we can then discuss dynamic control strategies for internet public opinion. Finally, we will deposited the theories, rules and models drawn from the discussion above into data system and construct a supporting system of forecast, decision making and internet public opinion procession; therefore, we can make full use of the powerful ability of storing, searching and analyzing provided by information system, which contributes to developing the scientific and efficient decision making for emergencies.
“互联网+舆情”塑造了全新的舆情扩散机理及管控策略,其传播手段、传播途径呈现多元化格局,给信息管理中的社会舆情监测、管控提出了新的要求与挑战。本课题首先研究以“三微一端”新媒体为基础的“互联网+舆情”多层多维网络生态系统,探讨舆情信息演化的多层多维网络拓扑结构特征;基于对个体认知模式的剖析,探索个体对信息加工机制及其情绪变化模式对认知的影响;在“互联网+”背景下,重点研究突发事件网络舆情信息的演化效应、扩散与传播机理;对网络舆情信息进行大数据分析,从中寻找传播网络中的枢纽节点和关键传播路径、信息畸变原因,构建舆情蔓延和扩散模型,采用情景依赖的系统方法积极引导网络舆情,探讨舆情信息的动态管控策略。最后,将前述研究得到的理论、规律、模型等存入相应的知识库,构建突发事件舆情信息事前预测、传播处置与决策的支持系统原型系统,利用大数据信息系统强大的存储、检索与分析能力,提高应急决策的科学性与高效性。
