医院资源规划与配置

The research topic is hospital resource planning and allocation. Mismatch between health care demand and supply is the major problem of hospital management. The objective of resource planning and allocation is to balance health service demand and supply under limited capacity. Hospital resources include beds, medical staffs, operation rooms, medical equipment, and so on. Resource planning is to determine the optimal capacity level so that service levels are met and patients' demands are satisfied, while the operational cost is minimized. One of the research questions is how to plan the bed capacity and the number of medical staffs in order to minimize total cost and meet service levels. Resource alloction is to use the limited resources efficiently and reduce patients' waiting time. The research questions include allocating bed capacity among different departments, scheduling outpatient appointment, and optimizing patient flow, so that resources are well utilized.

本项目主要研究医院资源规划和配置问题。医疗管理的压力主要来于医院资源与医疗服务需求之间的不匹配。项目研究的目标是使得服务需求与资源之间得到更好的平衡。医院医疗资源包括病床、医护人员、手术室、医疗器械和药品等。能力规划是指在保证服务质量的情况下，确定医院最优资源水平，使其尽可能地满足病人对一项或多项医疗服务的需求。如何规划医院病床和医护人员的数量，使得能够满足病人的需求，减少病人等待时间，最小化医院成本，是本研究项目的主要问题之一。医疗资源配置问题是指在有限的医疗资源情况下，如何配置资源，使得医疗资源能够得到高效利用。本项目研究主要讨论两种主要医疗资源的调度配置问题：一是医院病床的配置和调度，二是医护人员的配置和安排。

项目主要从事基于数据的医疗服务研究（包括门急诊服务，住院服务），与多家医疗机构开展合作，收集医疗数据，在研究理论和方法上进行创新，将基于数据的预测和优化结合在一个理论框架下，提出新的有效的医疗管理方案，将研究结果应用到医院并开发成教学案例带入课堂。共计发表SCI论文20篇，教学案例11个，其中在UTD期刊《Manufacturing & Service Operations Management》发表论文1篇，《Production and Operations Management》发表论文2篇，《IEEE Transactions on Automatic Control》发表文章1篇。2018年获得第九届POMS-HK国际会议最佳论文奖第一名。被邀请参加《安徽省“十三五”卫生与健康规划》，2019年被聘为中国科学技术大学附属第一医院(安徽省立医院)科研顾问。
