In order to effectively relieve the imbalance between traffic demand and transportation infrastructure supply, our country positive encourages private provision of highway projects through build-operate-transfer (BOT) contracts, which could notablely increase their construction speed. The planning of intercity highways generally takes many practical conditions into consideration, but few theoretical research considers about these problems. Accordingly, this project proposes to take these practical problems or conditions into the economic analysis of highway franchising from several aspects, including the BOT route location choice, the number of lane choice, and the period-depend tolls for multi-type vehicle users. Firstly, it will study how to select the optimal BOT highway route location between the determined cities by using a bi-level programming model, and design a global optimal solution algorithm. Secondly, it will continually analyze the optimal number of lanes under traffic demand uncertainty based on a two-stage stochastic programming model. Thirdly, considering the period variation of traffic demand, it will further address the period-depend tolls for multi-type vehicle users by proposing a mixed integer nonlinear programming model and corresponding solution algorithms. The outcomes of this project will offer valuable theoretical guidelines and decision support for the generalization of BOT intercity highways, which have both theory and practical significance.
为有效缓解交通资源供需矛盾,我国城际高速公路建设项目中已逐步引入“建设-运营-转让”(built-operate-transfer,简称BOT)融资模式,依托社会资本加快基础设施建设速度。城际高速公路实际规划中会考虑到不同现实因素的制约,但理论研究中却缺少相应实践性考虑。基于BOT模式决策要素特性与实施制约因素的分析,本项目拟系统研究BOT高速公路建设运营方案规划方法,涵盖路线方案决策、通行能力确定与收费策略制定。针对城际高速公路项目选址问题,从交通网络规划角度构建双层规划模型寻找最优路径,并设计精确算法;面向道路通行能力决策问题,利用两阶段随机规划模型研究考虑需求不确定性的最优车道数确定方法;基于实际交通数据,建立非线性混合整数规划模型设计周期性调整的多车型收费方案,并提出求解算法。研究成果将为BOT模式在城际高速公路项目中的推广应用提供理论指导与决策支持,具有重要的理论与社会意义。
