新疆地区校园网络文化安全及评价指标体系构建研究

The campus cyber culture security is the precondition and guarantee of educational and cultural security, "Internet + Education" put forward new requirements for the security of the campus cyber culture. In the increasingly complex international and domestic environment, in addition to coupling with the special social and cultural environment, the campus cyber security in Xinjiang is facing a severe test. Therefore, it is necessary to study the system before the crisis. This research will analyze and discuss the connotation, characteristics, development process, influencing factors and evaluating indicator of campus cyber culture security in theory and application layer, and then build up an evaluation index system. The specific contents are as follows: (1) On the basis of literature research, the study will improve the campus cyber culture theory through theoretical deduction, including of its connotation, features, influencing factors, development process and influencing factors; (2) On the basis of theoretical research, the study will develop the campus cyber culture safety measurement scale, by using structural equation model and grey correlation analysis on the survey data, it can clear the current situation and influencing factors of campus cyber culture safety in Xinjiang under the "Internet + Education background; (3) Through Cluster Analysis Method and Delphi Method to clear the evaluation indexes of campus cyber security, then through the Analytic Hierarchy Process to determine its weight, finally construct and implement the evaluation index system.

校园网络文化安全是教育安全和文化安全的前提和保障，“互联网+教育”对校园网络文化安全提出了新要求。在日益复杂的国际国内环境下，加之处于特殊的社会文化环境中，新疆地区校园网络文化安全正面临着严峻的考验。因此，有必要在危机发生之前，对其进行系统的研究。研究将在理论层面和应用层面对校园网络文化安全的内涵、特征、发展历程、影响因素及评价指标进行系统的分析和探讨，并在此基础上构建出评价指标体系。具体研究内容如下：（1）在文献研究的基础上，通过理论推演完善校园网络文化安全理论，包括明确其的内涵、特征、发展历程及影响因素；（2）在理论研究的基础上，编制出校园网络文化安全测量量表，通过对调研数据采用结构方程模型技术及灰色关联分析法，明确新疆地区校园网络文化安全现状及影响因素；（3）通过聚类分析法和Delphi法明确校园网络文化安全的评价指标，通过AHP法确定权重，构建出评价指标体。

国家网络文化安全是国家安全的重要战略，校园是人才培养的主要场所，所以校园网络文化安全对于国家网络文化安全治理起着非常重要的作用。近几百年来，西方国家在文化输出上一直处于强势地位，基本不用担心网络文化安全问题，我国关于网络文化的研究大多聚焦于网络文化治理领域，较少上升到国家安全的高度进行研究。本研究站在国家安全的战略高度，通过对校园网络文化安全的定义出发，实现了对校园网络文化安全的测量与评价，通过对新疆地区校园网络文化安全的建模与仿真，明确了新疆地区校园网络文化安全的影响因素，并针对存在的不安全问题提出了改进建议。本研究主要取得了三个方面的研究进展，第一是关于校园网络文化安全的测量方面的研究，本研究从概念界定的语义路径出发，界定了校园网络文化安全这一概念，然后通过概念分解，实现了校园网络文化安全分层次分维度的测量。第二是关于校园网络文化安全影响因素的研究，本研究突破了传统对影响因素的静态考察，而是通过分析网络文化安全在变化中各个维度的不同作用方面来系统分析其各个影响因素及其作用机理；第三是关于校园网络文化安全评价指标体系构建的研究，很多教育学的研究中测量与评价是不分的，经常就被叫做测评，通过本研究的系统研究，表明评价是价值判断的过程，在确定评价指标权重的时候一定要体现出价值判断，所以评价的指标与测量的指标可以相同，但它们的权重值是一定不相同的。评价结果所得的数值在0-1之间，越大表示达成情况越好。通过本项目的研究，实现了校园网络文化安全的测量与评价，本研究所设计的校园网络文化安全测量问卷，可操作性强，能够很便利的实现校园网络文化安全的测量，并根据测量的结果判断校园网络文化安全所处的等级。此外所构建的校园网络文化安全评价指标体系，不仅能够实现对地区校园网络文化安全的评价，而且能够实现对具体学校安全状态的评价，对深入理解校园网络文化安全的作用及建设路径具有重要科学价值和指导意义。
