China is a mountainous country .In recent years, with the rapid urbanization, the contradiction between the expansions of land in the city (town) and the protection of quality farmland in plains is very sharp, and Yunnan as a mountainous provinces had to choose urbanization in the mountains, which had constructed the towns and industrial parks. But the fragile of mountain ecosystems, the threat of geological disasters, and how to scientific exploit the land of mountain town is an urgent task faced by 11 mountainous provinces that are the experimental provinces, which are building mountain towns immediately . In this study, theoretical framework based on ecological theories, mountain sustainable land use theory and the concept of eco-city ,at the same time , using the technical means such as remote sensing, GIS, dynamics simulation of land system, combining with field survey. Depth investigation and analysis of Yunnan Province and three typical samples of counties (districts) to study mountainous land development and ecosystem coordination mechanism and ecological effects measure in the different landform types area, and to empirical analysis and evaluation of the sample area ecological perspective of the different mountain town land use pattern design scenarios and their socio-economic and ecological environmental benefits, and to explore suitable for the Yunnan mountain towns developed land sustainable use of theories, models, and a new land management mechanisms, and to build land use management in the new pattern of the harmonious relations between Yunnan mountain urban development and ecological protection, which land use management ,what to provide theoretical support and policy basis. This research method and its general pattern, theory and policy has important significance for 11 mountainous provinces that are the experimental provinces, which are building mountain towns immediately. This is an academic contribution to development and construction and ecological protection of our country and the international mountain urban. Therefore owns a important theoretical and application values.
我国是多山国家。随着城市化推进城市用地扩张与平原优质耕地保护矛盾尖锐,像云南这样的山地省份不得不选择在山地进行城镇与工业园区建设。但山地生态脆弱,地质灾害威胁大,如何科学开发山地城镇土地是当前全国十一个开展山地城镇工业建设开发试点省份面临的紧迫课题。本研究以生态学和可持续发展理论为指导,运用遥感、GIS、土地系统动态模拟和实地踏勘等手段,通过对云南省和三个典型样本县分析,研究不同地貌类型区山地城镇土地开发与生态系统协调作用机理和生态效应测度方法,分析比较基于生态安全的各种山地城镇土地可持续利用模式情景方案及其社会经济与生态环境效益,探索适合云南山地城镇土地可持续利用的理论、模式及新型土地管理机制,为构建云南及我国山地城镇发展与生态保护和谐关系的土地利用管理新格局提供理论支撑和政策依据,对山地城镇开发建设与生态保护具有重要学术贡献。
我国是一个多山的国家。近几年随着城市化快速推进,城市(镇)用地扩张与平原(平坝)优质耕地保护矛盾十分尖锐,像云南这样的山地省份不得不选择在山地进行城镇与工业园区建设的城镇化道路。但山地生态系统脆弱,地质灾害威胁大,如何科学进行山地城镇土地开发是当前开展山地城镇建设试点的全国十一个山地省份面临的紧迫课题。本研究以生态学理论、山地土地可持续利用理论和生态城市思想为理论框架,运用遥感、GIS、土地系统动态模拟等技术手段,结合实地踏勘调查,通过对云南省63个山地城镇建设开发项目区实地调查数据资料和典型样本县—大理市的深入调查和大量数据分析,研究了山地城镇土地开发的生态效应和生态适宜性评价、基于生态安全的山地城镇土地可持续利用模式设计与优化配置、山地城镇土地可持续利用模式的内涵和规划要点、山地城镇土地可持续利用的国际经验与典型案例和基于生态安全的山地城镇开发土地可持续利用管理机制与政策体系,创新性地探索了一种中国特色的山地城镇土地开发与生态系统保护协调发展的可持续土地利用新模式,为解决山地城镇开发建设与生态系统保护的矛盾提供某一方面的途径和政策思路,为正在铺开的中国山地城镇土地开发活动提供一种理论范式。本项目研究形成的理论、模式、方法和管理机制与政策,对我国正在开展山地城镇土地开发试点的十一个山地省份有重要的借鉴意义,对我国以及国际山地城镇开发建设与生态保护研究也是有价值的学术贡献,具有重要的理论价值和现实意义。
