大数据环境下科研数据机构库联盟形成机理及其服务研究：以“985”高校为实证对象

Under the big data environment and the fourth paradigm (data-intensive scientific discovery), scientific data has become the indispensable infrastructure and tool of research. Research data produced in universities are usually stored by project team members separately, and the long-term preservation and utilization system for such data is rare. Institutional repositories collect the intellectual outputs of their affiliated institutions only; therefore, the inevitable route for the development of institutional repository is evolving from “institutional isolated islands” to an alliance, which is also the inherent requirement of data sharing. Research data institutional repository alliance refers to a kind of service system to support the data exchanging and sharing across institutions through the integration of resources in institutional repositories, which is based on the collaboration of academic institutes.. Research at home and abroad focuses on the role of institutional repository in scientific data curation, the scientific data institutional repository constructed individually and cooperatively, and the institutional repository alliance; however, there is no achievement about the formation mechanism of research data institutional repository alliance. The study will be conducted from the aspects of the structure and driving forces of the research data institutional repository alliance among universities, the formation and operation environment of the alliance, the model of its formation mechanism, the regulation and prevention mechanism, and the data services of the alliance, aiming to explore the formation mechanism of the research data institutional repository alliance among universities and to solve the issue of university-produced research data discovery and sharing. The selected topic has important practical and theoretical values. It can provide platform and guarantee for the storage, exchange, sharing and analysis of university-produced research data, and facilitate research cooperation and collaborative innovation. Moreover, it offers new directions for the growth of Data Science as well as Library Science.

在大数据环境与第四种研究范式下，科学数据成为科研基础设施和工具。高校科研数据多由项目成员分散存储，缺乏长期保存与利用机制。机构库仅收录本机构智力产品，由“机构库孤岛”走向联盟是其必由之路，也是数据共享内在要求。科研数据机构库联盟是一种学术机构通过合作，将各自的机构库资源整合集成，以支持机构间数据交换与共享的服务系统。. 国内外研究聚焦于机构库对科学数据管理的作用、科学数据机构库与联合机构库、机构库联盟等方面，尚无关于科研数据机构库联盟形成机理的成果。本项目围绕大数据环境高校科研数据机构库联盟构架与动力，形成与运行环境、形成机理模型、调控与防治机理及数据服务等方面，探讨高校科研数据机构库联盟形成机理，解决高校科研数据发现与共享的问题。选题有重要实践与理论价值。可为高校科研数据存储、交换、共享与分析提供平台与保障，促进科研合作与协同创新。同时也为数据科学与图书馆学发展提供新的生长点。

项目的背景：机构知识库是收集、保存和传播本机构科研产出的重要工具，越来越多的学术机构将科研数据存放在机构知识库中，国外多所高校依托本校机构知识库为师生提供科研数据管理服务，但其所收集的数据资源仅限于本校师生员工的智力产品，共享范围十分有限。任何机构凭借有限的人力、物力资源均难以独自应对科研数据管理面临的挑战。因此，由个体独立的“机构知识库孤岛”逐渐走向机构知识库联盟，是科研数据机构库发展的必然趋势，也是科研数据共享的内在要求。..主要研究内容：第一，在调查我国高校科研人员对高校科研数据机构库联盟的需求和我国高校科研数据平台发展现状的基础上，结合国外的建设经验，从联盟运行环境、形成动因、构成要素、成员选择和角色主体定位、工作流的模式和选择等方面分析联盟的形成机理；.第二，在分析高校科研数据机构库联盟演化的阶段及其特征的基础上，引入科研数据机构库联盟生命周期模型，采取PEST方法识别影响联盟演化的外部因素，从数据资源、成员、管理机制和系统平台识别内部因素，提出联盟演化影响因素模型并进行修正与验证；.第三，从联盟建设模式的构成要素和构建原则入手，提出并比较各种联盟建设模式，研究联盟建设模式的实施策略，并以高校社会科学研究数据的管理与共享为背景，探讨我国高校科研数据机构库联盟的具体建设模式与实施策略；.第四，对国外典型成功案例进行分析，识别高校科研数据机构库联盟服务模式，提出我国高校科研数据机构库联盟服务模式的选择依据。..重要结果、关键数据及其科学意义：发表论文22篇，提交研究报告1份。其学术意义在于：有助于丰富与拓展数据科学与图书馆学的研究范畴，既提升了高校图书馆的核心竞争力与创新科研服务能力，又拓展了信息资源共建共享的内涵，为图书馆学研究提供了新的生长点。其实践价值在于：有利于推进高校科研数据的管理与共享，支持科研创新与合作，有助于完善高校机构知识库的建设，扩大机构知识库影响力。
