Production and evolution of regional water resources utility is impacted by both of water quantity and water quality. Evaluation of water resources utility based on the coupling of water quantity and water quality is the key to water ecology construction and efficient utilization of water resources. Takes the Central Henan Urban Agglomeration as the case study area, this research analyze the dynamic evolution process of water quantity, water quality and economy, determine the efficiency and benefit of water resources utilization based on the coupling of water quantity and water quality and dissects their spatial distribution. A water resources-environment-society based water quantity- quality balance model will be developed to find out the roles of economic, water use consumption, industrial distribution and water price play in pushing forward the revolution of water resources utility, identify the key factors and their thresholds and judge the variation trend with an attempt to evaluate the water resources utility. The CGE model of Central Henan Urban Agglomeration will be built to allocate water resource based on optimal effectiveness and finally to realize the quantity-quality-effectiveness associative process. Additionally, suggestions to improve water use effectiveness based on the simulation results will be discussed, which will provide theoretical support to water management for Central Henan Urban Agglomeration.
区域水资源利用效用的产生及演化同时受水量和水质的影响,深入评价量质耦合作用下水资源利用效用,是水生态文明建设和实现水资源高效利用的关键。本研究拟以中原城市群及所辖9地市为研究区域,解析水质、水量、经济动态演化过程,厘定量质耦合的水资源利用效率和效益,剖析其空间分布和流动规律;构建水资源-环境-社会的水量-水质平衡模型,探明经济水平、用水结构、产业布局和水价浮动等对水资源利用效用演进驱动作用,识别关键因子并确定阈值,研判变化趋势以评价水资源利用效用;建立中原城市群地市间的区域联动CGE模型,按照效用最优配置水资源,实现量质效联动过程,模拟给出提高中原城市群用水效用的措施建议,为中原城市群水资源管理提供理论支持。
