Given the significant role of power resources in ensuring energy security, dealing with environmental pollution, and promoting coordinated regional development, this research takes the power resource development and transmission facing regional differential resource and environmental constraints as the background, tries to use bottom-up modeling approach to build multi-region power resources development and transmission planning model based on the thought of "subdivision modeling oriented toward regional differentiation", in order to study the theory and methods of the development and optimum allocation of power resources. The research mainly includes: 1) building a multi-region power resources development and transmission planning model through carefully analyzing the regional distribution of power resources, plants and the grids; 2) design and propose the alternative modes of development and optimum allocation of power resources based on the scenarios simulation oriented toward regional differentiation. Generally, the innovations of this research can be summarized into two aspects: 1) theoretically, based on the thought of "subdivision modeling oriented toward regional differentiation", this research tends to build a multi-region power resources development and transmission planning model, which makes innovations in the theory and methods of the development and optimum allocation of power resources; 2) based on the simulation of the development and optimum allocation of power resources subjected to the regional differential resource and environmental constraints, the output could be applied to the developing and planning of China's power resources as well as the regional power planning, providing the decision-making support for related departments.
鉴于发电资源对保障能源安全、应对环境污染与促进区域协调发展具有重要作用,本项目以发电资源开发与输送面临着区域资源环境差异化约束为背景,拟基于“面向区域差异分区建模”思想,应用自下而上建模方法构建多区域发电资源开发与输送规划模型,开展发电资源开发与优化配置理论与方法的创新研究。本项目主要内容包括:1)在有序梳理我国发电资源、电源与电网的区域分布特征基础上,构建多区域发电资源开发与输送规划模型;2)基于面向区域差异的情景仿真,设计发电资源开发与优化配置方案,提出可供选择的发电资源开发模式。本项目创新点在于:1)基于“面向区域差异分区建模”思想,构建系统的多区域发电资源开发与输送规划模型,完善发电资源开发与优化配置理论与方法;2)模拟区域资源环境差异化约束下的发电资源开发与优化配置,研究成果可应用于我国发电资源开发规划以及各区域电力规划设计工作,为相关部门提供决策支持。
鉴于发电资源对保障能源安全、应对环境污染与促进区域协调发展具有重要作用,本项目以发电资源开发与输送面临着区域资源环境差异化约束为背景,基于“面向区域差异分区建模”思想,应用自下而上建模方法构建多区域发电资源开发与输送规划模型,开展发电资源开发与优化配置理论与方法的创新研究。项目主要内容包括:1)在有序梳理我国发电资源、电源与电网的区域分布特征基础上,构建多区域发电资源开发与输送规划模型;2)基于面向区域差异的情景仿真,设计发电资源开发与优化配置方案,提出可供选择的发电资源开发模式。模型仿真结果显示,区域输电情景在成本上明显优于输煤情景,主要是由于输电技术的技术学习率远高于煤炭输送技术,导致输煤与输电技术相比经济性明显降低,另外则是输电更具备综合优势。项目基于“面向区域差异分区建模”思想,创新性地构建了系统的多区域发电资源开发与输送规划模型,完善了发电资源开发与优化配置理论与方法;并且模拟了区域资源环境差异化约束下的发电资源开发与优化配置,研究成果对我国发电资源开发规划以及各区域电力规划设计工作可提供决策支持。
