Effective supply of urban public services is the important measure to improve urban residents’ quality of life of and is also the important content of the National New Urbanization strategies. But the inadequate supply capacity and uneven distribution of public service accessibility have impaired urban residents’ quality of life and operation efficiency of cities. Currently much research on spatial accessibility of urban public services has been conducted and many mature measurement methods were developed. But the measurement of supply, demand and their connection factors involved in the measurement of spatial accessibility of urban public services are not accurate enough, which often neglects the demands of different groups and different types of service and their matching relationships, so it is difficult to satisfy the requirement of optimization of spatial accessibility of urban public services. Starting from the medical services and based on the simulation and validation of urban population structure, this proposal intends to investigate and evaluate the types, quantity and quality of urban medical services and the attributes of urban transportation network. Based on the match analysis of demand and supply, the spatial accessibility of urban medical services will be measured accurately by the application of multiple modes transportation network analysis. And an urban medical service accessibility measurement system based on the matching of supply and demand will be developed and different scenarios such as planning scenario, policy scenario and other experimental scenario will be set to simulate and compare the change of spatial accessibility. Finally, optimization strategies will be proposed to provide more targeted decision support for the efficient spatial allocation of urban medical service resources.
城市公共服务的有效供给是提高居民生活质量的重要抓手,是国家新型城镇化的重要内容。现阶段普遍存在城市公共服务供给能力不足和公共服务可达性空间分布不均衡等问题,损害了城市居民生活质量和城市运行效率。目前对城市公共服务空间可达性等问题已有大量研究并发展了成熟的测度方法,但往往忽略了不同人群需求与不同类型服务差异及两者的匹配关系,难以满足城市公共服务空间可达性的调控要求。本项目拟从城市医疗服务入手,基于融合多源数据的人群结构的模拟与验证,对城市医疗服务供给和需求的类型和数量等特征以及城市交通网络等进行实地调查与匹配解析,并应用多模态交通网络分析方法对城市医疗服务空间可达性进行精细化测度,开发城市医疗服务空间可达性精细化测度系统,并设置规划、政策和实验等多种情景模拟比较城市医疗服务空间可达性,进而提出城市医疗服务空间可达性优化策略,从而为提高城市公共服务资源的空间配置效率提供更有针对性的决策支持。
