博弈视角下的我国省域循环经济生态效益综合评价及发展对策研究

In the process of industrialization and urbanization in our country, energy conservation and emissions reduction, environmental protection has become an inevitable choice for sustainable development, while the circular economy has become the new economic development model which is highly praised and practiced by the international community. This project is at the perspective of the stakeholders behavior and game theory, aiming at the particularity of circular economy in China and the existing prominent problems , using the method of game theory, multiple attribute or index evaluation method, system simulation method and so on, so as to build a comprehensive evaluation index system of circular economy and implementation of system evaluation by using the ecological benefit as the main orientation, then finally to delve into the operation mechanism and countermeasures of the provincial circulation economy in China. The main innovation is to build the stakeholder interests game model and a comprehensive evaluation model of the circular economy and eco-efficiency by using the multiple attribute evaluation method. It can highlight mode, countermeasure and safeguard measure of circular economy development of our country which is oriented by ecological benefits. The research achievements can provide a new way for resolving the contradictions between China's economic and social development , environment, resources, ecological, provide a reference basis for relevant departments to work out the policies related to circular economy, and further to promote the economic society ecological harmony and sustainable development.

在我国工业化、新型城镇化进程中，节能减排、保护环境已成为我国经济社会可持续发展的必然选择，循环经济也成为国际社会广为推崇和实践的新型经济发展模式。本项目针对我国省域循环经济的特殊性与存在的突出问题，从利益相关者行为与博弈视角出发，利用博弈论方法、多属性（或指标）评价方法、系统仿真方法等，构建以生态效益为主要导向的我国省域循环经济综合评价指标体系并实施系统评估，深入探究我国省域循环经济运行机制和对策体系。主要创新包括：建立我国省域循环经济利益相关者的多方利益博弈模型，利用多属性评价方法建立我国省域循环经济生态效益综合评价模型，突出生态效益导向的我国省域循环经济发展模式、对策和保障措施。研究成果可为消解我国经济社会发展、环境、资源、生态之间的矛盾提供一条新途径，也可为有关部门制定循环经济相关政策时提供参考依据，进一步促进我国经济社会的生态和谐、可持续发展。

本项目从利益相关者行为与博弈视角出发，针对我国省域循环经济存在的突出问题，利用多属性评价等研究方法，构建以生态效益为主要导向的评价指标体系并实施系统评估，探究我国省域循环经济运行机制和对策体系。本项目坚持理论研究与实证研究、定性分析与定量分析、普遍现象与实际个案、国外经验与本土探索相结合，把握循环经济的内在本质“生态效益”，寻求“人——经济——社会——生态”的系统平衡，促进我国经济社会的生态和谐、可持续发展。.本项目的研究内容与重要结果，主要包括：一是以利益相关者理论为指导，进行我国省域循环经济的博弈模型构建与博弈行为分析；二是立足关键影响因素，构建我国省域循环经济生态效益评价指标体系；三是基于博弈论的维度，开展我国省域循环经济生态效益综合评价模型构建与实证分析；四是理论与实践紧密结合，探讨我国省域循环经济的发展层次、模式和对策；五是从生态效益综合评价、发展模式及其对策等方面，探究国外区域循环经济改革建设的经验启示；六是在博弈模型构建、博弈行为分析、生态效益评价、发展体系探讨、国外经验借鉴的基础上，探索我国省域循环经济生态效益综合评价及发展对策的具体实践，从而促进相关研究的实际应用。.通过本项目的研究，不仅有助于深化省域循环经济生态效益相关理论，完善了综合评价指标、模型、方法，也对我国宏观决策产生了重要影响，为提高我国省域循环经济的经济效益、社会效益和生态效益提供了可选路径与决策参考，实现了理论分析与实践开展、项目研究与成果转化的紧密融合。到目前为止，在国内外重要刊物上发表相关标注论文21篇，其中高水平论文16篇，出版专著1部；指导2名博士研究生、12名硕士研究生顺利毕业，正在指导在读博士研究生1名、硕士研究生4名；2名教师入选校级人才项目，5名青年教师晋升教授或副教授并培养成学术带头人，4名青年教师获批主持国家级、省级项目共5项，很好地促进了人才培养与团队建设。
