等效益面的建立及测算技术进步作用的方法研究

1.现有的科技进步贡献率是指科技进步的贡献在各种生产要素贡献的代数和中所占的比重.本项目指出当生产要素贡献出现负增长时,采用这种定义是不合理的,本项目建立了科技进步贡献率的新概念.2.指出了目前已有的测算科技进步贡献率的方法--索洛余值法存在的局限.本项目提出了测算科技进步作用的等效益面法.其出发点是建立科技进步与效益之间的内在联系,认为相对效益取等值的轨迹是科技进步零增长的轨迹,提出了建立等效益面的具体方法.3.针对石油行业的特点,建立采掘行业科技进步贡献率的测算方法.4.本项目测算并发布了近年来全国及各省市、一些企业逐年的科技进步贡献率,引起了政府有关部门的重视.
