With the rapid development of urbanization, industrialization and decentralized fiscal reform, farmlands have been converted from rural areas to urban ones. How to balance the trade-offs among keeping stable economic development, equal share of the benefits of rural-urban land conversion among stakeholders(farmers, collectives ,developers and local government, central government) and addressing the local fiscal dilemma associated with provision of public goods and infrastructure is an urgent issue facing the governments and scholars all over the world..On the basis of wide investigation in Wuhan metropolitan area Eastern Coastal China, The objectives of proposed project will focus on the followings:(1)to shed the light on the temporal process and spatial regularity of land value creation by value creators including farmers, collectives, developers, local government from perspectives of individual, community and social analysis levels, and parcel, spatial connectivity and combination state of parcels, regional scales during rural-urban land conversion from farmland to infrastructure, industrial, commercial and residential uses;(2)to accurately measure the contribution of land value creation by creators(farmers, collectives, developers, local government) and identify the service boundary of the public goods provided by local government;(3)to illuminate and simulate micro and macro welfare effects of individual stakeholders, community, society of land value capture mechanisms(betterment tax, increment value tax and transferable development right) and patterns(joint development, inclusionary affordable housing development and zoning, public and privation partnership ) at different scenarios. The findings will contribute to encourage creators to release the potential of land value creation, innovate the policy instruments and institution of land value capture, and equally share benefit of urbanization, which also will provide scientific basis for policy makers to address fiscal dilemma and formulate relevant policies for health economic development.
