Under the background of "the Belt and the Road" initiative, the foreign trade development demand of inland regions and the weak of cross-border logistics function hindering their development form a pair of contradictions, and at the same time the rapidly expanding dry ports have become an effective tool for inland regions to build cross-border logistics networks. However, they are in a state of disorderly competition and layout confusion under the influence of current multidimensional policy environment, which influences their function playing. So it is an urgent need to study the reconstruction and optimization of cross-border logistics network problems based on dry port. Considering the reality of foreign trade demand and external policy environment in inland regions under the background of "the Belt and the Road", using integrated cross-border logistics network along "the Belt and the Road" based on the port extension and aggregation function of dry ports as the research object, this project aims to achieve and promotion the cross-border logistics function of the inland regions by adopting the theories and methods of complex network theory, logistics gravity model and optimization theory and so on to research the complexity and connectivity of comprehensive cross-border logistics network under the current situation of dry port application; the matching degree of logistics capability and logistics demand for current comprehensive cross-border logistics network; on this basis, the comprehensive cross-border logistics network structure is reconstructed. Furthermore, the organization and optimization of the flow in the reconstructing network under multi-dimensional policy is further studied to provide decision support for dynamic adjustment and efficiency improvement of the comprehensive cross-border logistics network.
“一带一路”倡议下内陆地区对外贸易发展需求激增与跨境物流功能薄弱阻碍着其发展形成一对矛盾,与此同时快速扩张的无水港资源成为内陆地区构建跨境物流网络的有效工具,但在当前多维政策环境影响下处于无序竞争、布局混乱的状态,影响了其应有功能发挥,迫切需要研究基于无水港的跨境物流网络重构与优化问题。本项目拟从内陆跨境物流功能的实现与提升为出发点,以基于无水港集结形成的连通“一带一路”的综合跨境物流网络为研究对象,考虑“一带一路”背景下内陆地区对外贸易现实需求与外部政策环境因素,采用复杂网络理论、物流引力模型、优化理论等理论与方法,研究了:当前无水港应用情境下综合跨境物流网络的复杂性与连通性;当前综合跨境物流网络的物流能力与物流需求匹配性;在此基础上重构了综合跨境物流网络结构;并进一步研究了多维政策情境下重构网络的货流组织优化,以此为综合跨境物流网络结构动态调整与效率提升提供决策支持。
从“一带一路”下内陆跨境物流功能的实现与提升为出发点,提出了“综合跨境物流网络”概念,将陆上跨境物流系统与海运跨境物流系统通过无水港的作用衔接起来,总结与提炼了中欧班列陆上跨境通道快速发展下的跨境物流新格局。以内陆地区参与“一带一路”的海陆综合跨境物流网络为研究对象,考虑“一带一路”背景下内陆地区的对外贸易现实需求与外部政策环境因素,研究了内陆地区基于无水港的综合跨境物流网络的结构重构、优化与网络协调问题。基于当前综合网络发展现状与网络新特征,提出了内陆地区在当前综合跨境物流网络中的物流连通性评价方法,提出了无水港城市跨境物流能力评价方法,构建了内陆地区物流能力与物流需求匹配性分析模型,通过连通性、跨境物流能力及物流能力与需求的匹配性研究为内地地区在跨境物流网络中的地位与功能的认知与发展、综合网络的重构、网络资源的组织与协调提供参考。提出多阶段轴辐式设计模式,从内陆地区参与海上丝绸之路的可持续物流网络设计模型与算法,境内陆上腹地节点与港口类节点连接的网络结构设计模型与算法,考虑境内外腹地物流供需的综合跨境物流轴辐式网络结构设计与集成方法,三个方面的研究形成了综合跨境物流网络结构重构方法系统。以“物流集成商”协调各利益主体需求的视角,研究了内陆货物在综合跨境物流网络中的货流组织优化模型及求解算法,并针对可能面临的多维政策与环境情境调整货流组织模型,研究各情境下的最优货流配置方案、网络特征与效率提升启示。考虑到快速扩张的无水港和中欧班列发展过程中的无序竞争、缺乏协调对综合网络效率的影响,进一步研究了基于无水港的中欧班列运营平台横向物流联盟体系构建方法体系,设计了联盟治理机制与物流组织机制,提出了联盟合作下各联盟及其联盟内成员功能开拓与协调发展策略。课题研究中发表与录用学术期刊论文22篇,其中SCI/SSCI检索7篇,出版专著1部,超额完成了课题预期研究成果。
