基于知识流动的产业共性技术创新平台研究

Based on years of research with a wealth of accumulation on industrial generic technology and the recent practice of building innovation platforms both in china and abroad, this project targets at the core issue of the development of industrial generic technology - the carrier, which has innovation in theory as well as sound practical value. .The project analyses the problems deep down under the development of the industrial generic technology in our country and set out from current practice of innovation platforms at home and abroad to study the concept of innovation platform of industrial generic technology along with its orientation and functions and furthermore to emphasis on the exploration of the connections between service and innovation platform of industrial generic technology. Starting from the knowledge flow networks, the project will combine several theoretical discussions including the innovation platform of industrial generic technology and the knowledge flow within it from the aspects of individual, projects and organization level, effects of knowledge flow and the factors that affect the movement of knowledge. Through case studies with textile, solar, integrated circuit and flat TV industries and statistical examination, the project will study some key issues in the progression of the industries, then analyses how to innovate industrial generic technology and how the platform can provide effective services to enterprises by innovating within itself. Finally the project will research the functions and roles of the innovation platform of industrial generic technology and give policy suggestions to S&T administration department at all levels in order to better construct and operation the innovation platform of industrial generic technology.

基于多年研究产业共性技术的基础以及近期国内外各类创新平台的建设运营实践，本项目针对我国产业共性技术发展的核心问题- - 载体进行研究，既有理论上的创新,也有很好的实际应用价值。.项目从分析我国产业共性技术发展所存在的深层次问题和国内外现有创新平台的实践出发，研究产业共性技术创新平台的概念、定位和功能，并重点探讨产业共性技术创新平台的研发和服务关系。从知识流动网络开始，项目将结合产业共性技术创新平台从个体、项目和组织层面研究知识流动活动、知识流动效果以及知识流动的影响因素等理论问题。通过纺织、太阳能、集成电路和平板电视的产业案例分析以及统计性检验，项目将研究这些产业技术进步的一些关键问题，并分析产业共性技术如何创新，平台如何通过自身的创新为企业提供有效的服务。最后，项目将研究产业共性技术创新平台在国家创新体系建设中的作用和地位，为各级科技管理部门更好地建设和运行产业共性技术创新平台提出政策建议。

基于平台理论，本项目关注我国产业共性技术发展的载体——产业共性技术创新平台，取得了很好的理论研究论文发表/录用，同时研究成果在实践中得到了转化/应用。项目界定了产业共性技术创新平台的概念和定位，总结了其功能和建设方式，重点探讨了产业共性技术创新平台的研发和服务关系，以及政府部门和大学如何通过创新平台支持科技型中小企业的创新创业。基于关系租理论，项目研究了产业共性技术创新平台的个体、项目和组织在合作过程中的知识流动活动、知识流动效果以及知识流动的影响因素。通过纺织、太阳能和LED产业的案例分析及基于大量数据的统计性检验，项目研究了产业技术进步和创新的一些关键问题，分析了产业共性技术如何创新以及平台如何通过自身的创新为企业提供有效的服务。基于清华科技园的研究，项目发现，缺乏制度联系的企业，迫切需要通过各类创新平台来获取资源与知识，比如通过获取认证来证明自己。与清华科技园类似的创新平台在新兴经济体中所起的作用非常重要。项目还发现，对于新兴与发展中国家，从大学转移知识和资源以促进企业创新有着重要的政策和实践意义。中国大学作为产业共性技术的创新平台，对中国企业技术能力的提升起到了重要的作用。最后，项目还研究了产业共性技术创新平台在国家创新体系建设中的作用和地位，并为各级科技管理部门和大企业更好地建设及运营产业共性技术创新平台提出政策和管理建议。本项目的成果在科技部火炬中心、中国中车集团公司等单位得到了很好的应用。
