Earthquake and its secondary induced disasters are typical geological disaster. "4.20" huge earthquake in Lushan have made mineral resources in earthquake region suffer from different degrees of damage. Mineral resources environment in Lushan earthquake region would become the hard constraints of disaster relief and homeland reconstruction. Around several realistic problems of disaster relief in mineral resources enrichment area of Lushan earthquake region, based on the theory of system theory, coordination theory, "three-dimensional structure" of Hall theory, building a hierarchical statistical model, multi-objective optimization evaluation model and system dynamics simulation model, through comprehensive and timely assessment of mineral resources post-disaster damage, the project would strengthen the post-disaster environment evaluation of mineral resources, introduce the evaluation and management of post-disaster geological disasters and risk investment of mineral resources, construct a scientific and rational evaluation index system of post-disaster mineral resources,and accurately and timely grasp the value changes of mineral resources after a disaster. On this basis, enabling comprehensive emergency response mechanism from the government, society and enterprises could be designed to carry out scientific and effective post-disaster disaster mitigation of mineral resources in Lushan earthquake region to protect the value of the mineral resources, establishing the emergency management system, mechanism system and legal system to put forward corresponding countermeasures policy advice and decision-making basis. The results of this project would also provide reference for post-disaster evaluation and emergency response mechanism of other mineral resources-rich region suffered from a similar geological disaster.
地震及其诱发的次生灾害是典型的地质灾害。芦山“4.20”特大地震及其诱发的次生灾害使震区矿产资源遭受了不同程度的损害。矿产资源环境成为芦山震区抗灾减灾、重建美好家园必然面临的硬约束条件。本课题围绕芦山地震灾区矿产资源富集区域抗灾减灾的若干现实问题,基于系统论、协同论、霍尔“三维结构”理论,构建递阶层次统计模型、多目标优化评价模型、系统动力学仿真模型,通过对矿产资源灾后损害度的全面及时评估,强化矿产资源灾后环境评价,引入矿产资源灾后地质灾害及投资风险评估,构建科学合理的矿产资源灾后评价指标体系,准确及时掌握矿产资源灾后资源价值的变动。在此基础上,启动政府、社会、企业的全方位应急响应机制,为科学有效开展芦山地震灾区矿产资源灾后抗灾减灾,保护矿矿产资源价值,建立应急管理体制、机制和法制提出相应对策、政策建议和决策依据。本课题成果将为其他矿产资源富集区域遭受同类地质灾害后的评价及应急响应提供借鉴。
