Improving the utilization efficiency of educational resources and strengthening higher education institutions'resources management, is fundamental to solve the problem of resources insufficiency for higher educations. It's also a strategic and theory problem that is related to develop China into a nation with influential higher education system as soon as possible. Performance evaluation on higher education institutions is a kind of important way to measure the effectiveness and efficiency of educational resources utilization. This program is designed to analyze the general condition of educational resources utilization in the colleges and universities and then to provide policy suggestions for higher education institutions resources management, by implementing an empirical research on the performance evaluation on higher education institutions. Based on the Input-Output theory and model, this research program aims to develop a system of performance indicators that are composed of both input and output indicators, employ statistical model to conduct performance evaluation on some selected colleges and universities, analyze the higher education institutions' performance and their characters in general, as well as their differences due to college and university's type, location and so on, and then explore the statistical, educational, and management significance of the input and output, and finally make suggestions on resources allocation for both higher education institutions and the government. The emphasis of the program is to develop a performance evaluation indicator system and an analysis framework for resources allocation, to explore a kind of resources-sharing mechanism among experimental colleges and universities, so as to propel higher education institutions with different background to concern more about their own performance and the allocation of educational resources, and to analyze the problem of higher education resources allocation from the origin of national financial input system on higher education.

提高办学资源利用效益、加强办学资源管理是解决目前高校办学资源不足的根本,也是关系到尽快把我国建设成为高等教育强国的重大战略和理论问题。高校绩效评价是衡量办学资源利用效益的一个重要尺度。课题通过对高校进行绩效评价的实证研究,分析高校资源的总体利用及配置状况,进而为高校资源管理提供策略建议。课题基于投入-产出的理论和方法,建构由投入指标和产出指标构成的绩效指标体系,运用统计模型对部分对象高校进行绩效评价,从总体、类型、区域和个体层面分析高校绩效状况和特点,探讨高校投入与产出间的统计学、教育学、管理学意义,藉此提出高校和国家层面的高校资源配置建议。研究重点是建构高校绩效评价指标体系和模型、确立资源配置分析框架、在实验学校探索共享式资源管理机制,推动拥有不同历史进程、资源积累等客观发展背景的高校更多关注和提高绩效水平,并从国家教育财政投入体制这一源头分析高校办学资源的配置问题。
