Efficiency power plant is a new solution in power demand management,with efficiency power plant development, it must impact on generation expansion planning and transmission network expansion planning. So study on efficiency power plant optimal investment strategy and its coordination development with generation expansion planning and transmission network expansion planning is very vital. The project studys coordination planning between efficiency power plant optimal displacement and generation expansion planning and transmission network expansion planning in electric market according to new development of bi-level programming to power system planning. The first, analyzing the operation model of efficiency power plant in electric market,analyzing its cost and profit,adopting uncertain programming method to build efficiency power plants optimal investment strategy modle and solve it. Secondly,analyzing power system operation method including efficiency power plant according to power system operation characteristics,then building coordination planning model between efficiency power plant and generation expansion planning and transmission expansion planning based on bi-level programming and presenting hybrid algorithm for the model. At last, presenting a valid economic assement method to assess coordination planning project,completing coordiantion planning between efficiency power plant optimal strategy and generation expansion planning and transmission network expansion planning.
能效电厂是电力需求侧管理的一种创新模式,随着能效电厂建设规模的扩大,势必会对电源规划和电网规划建设产生影响。因此,研究能效电厂优化决策及其与厂网扩展规划的协调发展意义重大。本课题结合二层规划理论在电力规划研究领域的最新发展,对市场环境下能效电厂优化配置与厂网扩展规划的协调规划方法进行研究。首先,分析能效电厂在电力市场中的运营模式,分析其成本费用和效益,并应用不确定性规划方法对能效电厂优化决策问题进行建模和求解;其次,结合电力系统运行的特点,分析含能效电厂的电力系统运行方式;然后,应用二层规划理论,建立能效电厂优化配置与厂网扩展协调规划模型,并根据模型特点设计混合算法对其进行求解;最后,对所得的协调规划方案进行经济性评价,完成能效电厂优化决策与厂网扩展规划优化决策的协调规划。
