基于公共价值的政府绩效结构、生成机制及中国情境下的实证研究

The structure and generating mechanism of government performance is one of the foundational theoretical questions in Government Performance Management discipline with important practical guiding significance. The project will combine the research of public administration paradigm and administrative reform practice to scientifically define the connotation of public value-based government performance by seizing its essential stipulation. By studying on the components and influencing factors of public value-based government performance, the study will deepen the understanding of the origin, generating elements and mechanism of government performance, so as to make some breakthrough on the research of government performance structure, which is an important foundational theoretical problem. Based on the research above, through the empirical study in China, the project will deepen the understanding of institutional establishment and practical model of Chinese government performance management and put forward the advising schemes of government performance governance in China. Specifically, the research contents will include the connotation transition of government performance, the concept and content structure of government performance, the generating process of mechanism of government performance, the influencing factors of government performance generation, the empirical study in China and government performance governance schemes in China based on public value. The research has innovation meanings in theory, methodology and application and will contribute in perfecting the theoretical system of public value-based government performance governance and guiding the government performance practice in China.

本研究属于政府绩效管理学科的基础理论问题之一，同时具有重要的实践指导意义。课题通过公共行政学范式和行政体制改革实践相结合的研究，科学界定以公共价值为基础的政府绩效概念的内涵，把握其本质规定性；通过对以公共价值为基础的政府绩效构成要素和影响因素的研究，进一步深化对政府绩效的来源、生成要素及其生成机制的认识，以实现对政府绩效结构这一重要基础理论问题研究的突破。在此基础上，通过中国情境下的实证研究，加深对我国政府绩效管理制度建设、实践模式的理解，提出我国政府绩效治理的建议方案。具体研究内容包括政府绩效内涵变迁研究、政府绩效的概念结构与内容结构研究、政府绩效的生成过程与机制研究、政府绩效生成的影响因素研究、中国情境下的实证研究和基于公共价值的中国政府绩效治理方案研究等。本研究在理论、方法和应用上有创新意义，对完善以公共价值为基础政府绩效治理理论体系和改善、指导中国政府绩效管理实践将有积极贡献。

党的十八大以来，我国政府绩效管理研究和实践的突出特征是把民生改善、社会进步、生态效益等理念与思想纳入其中。这标志我国政府绩效管理的聚焦点和关注点都必须回应现实的挑战与理论的创新。基于此，本项目聚焦于政府绩效管理学科的基础性理论问题，其研究结果不仅为整个学科的构建，贡献知识奠定基础，而且可以为服务型政府、法治政府、廉洁政府的建设提供更具操作性的实现路径和指导。首先，课题通过梳理不同阶段的公共行政学范式的基础上，科学界定了以公共价值为基础的政府绩效概念的内涵，并厘清了政府绩效的概念结构与内容结构；其次，探讨了以公共价值为基础的政府绩效构成要素和影响因素，实现了对政府绩效的来源、生成要素、生产过程与生成机制等关键性问题的回应。最后，立足于中国的现实情境，开展实证研究，提出了基于公共价值的中国政府绩效治理框架性方案。本项目对政府绩效的公共价值构建机制的研究，可以直接服务于政府绩效管理学的基础理论体系构建，对于政府绩效的生成过程与机制的解构，有助于形成政府绩效管理一般管理流程。此外，对于政府绩效的生成要素和影响因素的分析及其实证研究，为以公共价值为基础的政府绩效治理理论提供了微观支撑，并形成不同层面的政府绩效治理策略与方案。
