研发要素流动对区域创新绩效的影响：基于空间资源配置的视角

How to scientifically and effectively promote the rational flow of R&D factors and to enhance regional innovation performance is a very noteworthy issue during the advancement to make China an innovative country. Based on the discussion of the occurrence mechanism of the R&D personnel and R&D capital flow, this project constructs the spatial general equilibrium model to analyze the impact of R&D factors flows on the regional innovation performance from the perspective of spatial resource allocation combining the New Economic Geography. Furthermore, by exploring the spatial resource allocation effect of R&D factors flows, we investigate the internal relationship between R&D factors flows and the spatial structure of regional innovation, so as to clarify the mechanism of R&D factors flows on regional innovation performance. On this basis, a systematic Dynamic Panel Econometrics Model is applied to empirically study the effects of R&D factors flows on the regional innovation performance from the perspective of spatial resource allocation, and then to put forward the corresponding strategies and suggestions for improvement. The conclusions of this project will contribute to the boosting of organized flow and optimized allocation of R&D factors, and also provide some helpful references for the scientific formulation of regional innovation-romoting policies.

在中国深入推进创新型国家建设的进程中，如何科学有效地促进区域间研发要素的合理流动，进而提升区域创新绩效是一个非常值得关注的议题。本课题基于空间资源配置的视角，在深入剖析R&D人员、R&D资本等研发要素空间流动发生机制的基础上，结合新经济地理学分析范式，构建研发要素流动影响区域创新绩效的空间一般均衡模型；通过探究研发要素流动的空间资源配置效应，分析研发要素流动与区域创新空间结构之间的内在关系，藉此考察研发要素流动对区域创新绩效的影响机理。在此基础上，采用系统化的动态面板空间计量经济学模型，实证检验空间资源配置视角下R&D人员、R&D资本等研发要素流动对区域创新绩效的影响效应，进而提出相应的优化策略。预期研究成果可为促进研发要素的有序流动与优化配置，以及相关部门科学制定创新政策提供有益参考。

本课题在空间资源配置视角下，构建R&D人员、R&D资本等研发要素空间流动影响区域创新绩效的理论模型，考察研发要素流动与空间资源配置以及区域创新空间格局演变之间的内在关系，进而实证分析不同研发要素流动对区域创新绩效的影响效应，并提出相应的优化策略。具体包括以下5个方面： .第一，构建研发要素空间流动影响区域创新绩效的理论框架。通过比较分析不同研发要素空间流动发生机制的内在差异，探讨研发要素空间流动情形下市场主体决策机制，分析研发要素流动影响空间资源配置，进而提升区域创新绩效的空间一般均衡过程和长期均衡结果，完成理论分析框架的构建。.第二，分析研发要素流动的空间资源配置效应。结合资料分析、统计数据和调查研究，对中国研发要素流动与空间资源配置进行典型事实分析与关键问题识别，进而考察研发要素流动影响空间资源配置的内在机制。.第三，考察区域创新空间结构的演变。通过分析中国区域创新空间结构的演变路径，在对区域创新空间结构进行识别和界定的基础上，厘清不同研发要素流动影响区域创新空间结构的主要机制与内在差异，以此探讨空间资源配置对于区域创新空间结构的优化效应。.第四，实证检验研发要素流动对区域创新绩效的影响。通过构建多尺度的空间权重矩阵，采用系统化的动态空间计量经济学模型来考察研发要素流动对区域创新绩效的影响效应，并进行空间与时间异质性检验。.第五，设计研发要素流动促进区域创新绩效提升的优化策略，为相关部门创新政策的科学制定提供参考。
