Environmentally Abundant resources spawn the integral spatial pattern of topography and physiognomy in mountainous city area, which manifesting apparently as fragments, essentially being of integrity of space, function and process as well. Unified planning and control method of riparian buffer strip in present is normally oriented by single conservation purpose, resulting artificially disruption of spatial pattern system of topography and natural process derived from, and also separation of riparian buffer from adjoining land-use in function. As a consequence, protection and utilization effects are limited. Based on catchment unit acting as basic spatial carrier of water environment function and hydrological process, in combination of protection with utilization orientation, responding to multifarious land-use types in high heterogeneity, including natural, rural and urban center zone, that exerting totally different impact and requirement on the riparian buffer. The research of planning and control method will be developed as following: 1) Composite objective framework responding to requirement and impact of riparian buffer and multiple land-use in adjacent. 2)Integral analysis method involving both riparian buffer and associated area directly influenced, based on the ecological integrity maintenance of multiple scale of catchment units including site, cluster, and district as well. 3) Land-use planning of riparian buffer strip based on sub-watershed transect zones. 4) Combined five efforts of protection, construction, restoration, prevention, and reconciliation on spatial layout pattern based on catchment transect zones. 5) Sharing of green infrastructure, management across authority boundary. Incorporation and coordination with associated planning in process, contents, and control measures.
丰富的山水环境孕育出山地城市外在破碎但内在极具空间、功能与过程系统整体性的地形地貌空间格局。单向保护型“一刀切剥离式” 现行常用河岸缓冲带规划管控方法,人为切断地形空间体系,剥离与邻区的功能链接,导致保护乏力、利用低效。课题立足汇水单元这一承载水环境功能与过程的基础空间载体,叠加城乡样条空间断面分区,响应规划区次级流域单元内河岸缓冲带沿线所涉及自然、乡村与城区多元高异质性土地利用类型的诉求与影响,展开保护与利用并举的规划管控技术方法研究:1)响应河岸缓冲带环境保护与多元关联用地诉求及影响的复合目标框架;2)维护场地、组团、分区、次流域多尺度汇水单元生态完整性的河岸缓冲带及直接影响区整体分析方法;3)基于次级流域单元样条空间断面分区的土地利用规划,4)“护、建、治、防、和”联动的汇水单元样条空间断面分区空间布局五法;5)设施共享、跨界管理,契入并协调相关法定规划的环节、内容、措施与管控路径。
