产业安全视角下我国贸易摩擦治理机制与政策研究

Under the innovation-driven background,the deep integration of trade, industry, science and technology brings about new characteristics and trend of global trade friction. With the expansion and upgrade of trade remedy measures, technical barriers to trade and intellectual property barriers, countries have put the industrial security on the national strategic level. The practices of government in the trade friction governance and industrial security maintenance are in urgent need of scientific theories and methods. Thus, the theories and methods of public administration require further exploration and improvement. From the perspective of public adminstration and public policy, this study will systematically define the connotation and characteristics of the governance mechanism of trade friction, constructing the analytical framework of the governance mechanism and policy of trade friction, exploring the formation mechanism of trade friction,e.g.trade remedy measures, technical barriers to trade and intellectual property barriers, and analyzing the multiple impacts of trade friction on industrial security. The study will apply the large sample data and typical cases to analyze the dynamic evolution trend and policy change process of global trade friction governance. Learning from existing researches, the study will construct the dynamic structural model of China's governance mechanism of trade friction from the industrial security perspective, adopting the information technology, e.g. computer simulation, to put forward the method system of the governance mechanism of trade friction and empirically analyze typical cases, in order to provide theoretical references and policy suggestions for practices of government.

创新驱动背景下，贸易、产业与科技的深度融合使国际贸易摩擦呈现出新的特征和趋势。随着贸易救济措施、技术性贸易壁垒、知识产权壁垒等多元贸易摩擦形式的蔓延与升级，世界各国已将产业安全上升至国家战略层面。政府部门在贸易摩擦治理、维护产业安全中的实践亟需科学理论与方法的指导，公共管理的理论与方法有待不断探索与完善。 本研究将从公共管理与公共政策的视角出发，系统界定贸易摩擦治理机制的内涵与特征，构建贸易摩擦治理机制与政策研究的分析框架；探索贸易救济措施、技术性贸易壁垒、知识产权壁垒等不同类型贸易摩擦的形成机理及其对产业安全的多重影响效应；通过大样本数据统计与典型案例研究贸易摩擦治理的动态演变趋势及政策变迁过程；借鉴国内外研究成果，构建产业安全视角下贸易摩擦治理机制的动态结构模型，提出贸易摩擦治理机制的实现方法体系；对典型案例进行实证研究，从而为政府部门实践提供理论与决策依据。
