The China Postal has the advantage of stock resources. In the case of decrease of its traditional businesses, carrying out the agricultural operation is consistent with the characteristics of its logistics network resources, and is an effective way to display the advantage of resources and implement the centralized policy related to agriculture problems. Therefore it is supported by the national incremental resources (such as policy and funding). In contrast to the advantage of its resources, the resource efficiency is very low. How to use and allocate the resources makes it an important issue related to postal services, the national and agriculture problems. In this project it is intended to take the postal logistics network operating agricultural materials of Inner Mongolia as the research object and study the utilization and allocation of system resources in the mode of centralized resource by an improved efficiency evaluation model and resource allocation design. By quantitative, comparative and simulative analysis of the agricultural logistics networks, the principal agricultural circulation and the macroenvironment, the model of the logistics networks resource system is to be fomulated. Under the condition of mixed resources (increment and stock), a resource efficiency evaluation model is to be proposed. For the case of efficiency bias caused by the heterogeneity of subsystems,the idea of the discrete frontier model composed by homogeneous clusters is to be employed. For the multi-cycle resource allocation process, a deductible adjustment program is to be used to allocate resources. An optimization mechanism is to be formed by the identification of resources, efficiency evaluation and resource allocation, which allows the resources flow to the direction of the high efficiency, in order to achieve the optimal use of resources, and provide decision support for government and enterprises.
邮政业具有存量资源优势,在传统业务萎缩情况下,开展农资营运业务,符合其物流网络资源特性,是发挥其资源优势和贯彻三农政策的有效途径,也因此得到国家增量资源(如政策与资金投入)扶持,但资源优势与其低效率形成反差,使合理利用与优化配置资源成为关系到国家、三农及邮政的重要问题。本课题拟以内蒙农资营运中邮政物流网络为对象,通过改进的效率评价方法及资源配置方案,研究中心资源模式下系统资源的利用与配置。通过对物流网络、农资流通主体及宏观环境的定量、对比及仿真模拟分析,构建物流网络资源体系模型;在混合资源(增量、存量)条件下,提出资源效率评价模型,对因子系统异质性引起的效率偏差,提出多个同质类特征离散型前沿面的改进模型思路;针对多周期资源配置过程,拟采用"抵扣调整"方案解决资源优化配置。通过资源识别、效率评价及资源配置形成循环优化机制,使资源向高效率方向流动,实现资源的优化利用,为政府与企业提供决策支持。
本项目以内蒙古农资(快消品)营运中邮政物流网络为对象,以合理利用与优化配置资源为目的开展研究。对比标杆企业(供销社),采用逻辑推理、主成分分析、仿真方法构建了包含定性化基础模型和定量化拓展模型的邮政物流网络资源体系模型;针对中心资源存量模式,提出了具有多个同质化分组微前沿面的DMMC资源效率评价模型,明确了分组技术差距,减少了因子系统异质性引起的效率偏差;考虑内外部因素对效率的影响,采用仿真技术分析内外部环境对网络效率的作用、采用三阶段DEA方法解决内外部因素造成的效率评价偏差;针对中心资源存量模式提出了中心资源拓展分配模型,实现效率与公平兼顾的资源配置;针对中心资源增量模式的多周期资源配置过程,采用“抵扣调整”方案使资源向高效率方向流动,并设计开发资源配置软件,实现资源合理利用;最后,设计开发SaaS模式的农资(农产品)物流网络信息平台,为农资物流网络中信息网络的建设及推广应用提供支持。
