With the background of economy globalization, there are a number of challenges and opportunities for the development of China's economy, as well as the large Chinese state-owned enterprises (SOE), after China's accession to WTO. Drastic changes will also take place in the relationship between the large Chinese SOE and China's government. At the same time, because the entry barriers lower, more and more transnational enterprises (TNE) will enter into China's Market. These new challengers will cause the large Chinese SOE to lose their original leading position. Therefore, the large Chinese SOE not only face the Chinese government's unreasonable administerial interference and control, but also face the impaction from the TNE and nongovernmental enterprises. As we all know, Large Chinese SOE are very important to China's economy development and its social stability. Thus, research on the strategic changes of them is not only meaningful, but also imperative. In order to enhance the international competence of the large Chinese SOE, this paper puts an emphasis on analyzing what is the optimal strategy for them and presents suggestions as follows:First of all, adjust the relationship between the large Chinese SOE and China's government. This paper advises that the government should deepen the reform of the state property management and should continue to adjust its structure and function. At the same time, the government should improve the SOE control system featuring the coordination of state planning, and stimulate them for common development. What's more, it should establish and improve a proper security system compatible with the level of the large Chinese SOE development..Secondly, improve the internal operation management. This paper suggests that, on the one hand, the large Chinese SOE should adjust its organization structure; one the other hand, they should improve the encouragement and restrictions to the high lever managers of the group, and technique backbone, as well as managers in their subsidiary companies..Thirdly, adjust the co-competition relationship between the large Chinese SOE and the TNE. This paper pointed out that the large Chinese SOE should establish comparatively advantages with the strengths of TNE, and then they should implement internal and external conformity to develop their core competence. Last but not the least, they should try to find the global competition advantage by strengthening internal and external expansion..Fourthly, adjust the value chain. This paper advises that the large Chinese SOE should re-build the value chain through three steps and fulfill global value network..
