版权保护对经济发展的影响研究－以福建德化陶瓷产业为例

Intellectual property rights, including copyright, are among the most important factors affecting technological progress and economic development. It is particularly the case in the era of knowledge economy. Thus far, most research on intellectual property rights has focused on the role of patent protection rather than on other kinds of intellectual property rights such as copyright. Few empirical research has been conducted to discover the impact of copyright protection on economic change. However, the creation of copyright industries can also influence economic change. Presently, it is highly controversial whether and to what extent that the copyright protection would influence economic development. The sharply divided views on these issues have, to some extent, hindered the advance of copyright system and the implementation of China "Intellectual Property Strategy Outline". Against this background, this project will firstly explore the economic impact of copyright protection on economy, based on the expanded endogenous growth model covering both manufacturing and R&D departments; then a regression equation will be developed based on the model abovementioned. The reseach will assess the economic data of the representative industries of four categories of copyright-related industries in China, in order to discover the economic impacts of copyright system on four copyright-related industries. Further, an in-depth empirical study will be conducted to examine and test the impact of copyright system on the development of ceramic industry of Dehua, Fujian. Based on the results of empirical analysis, this study will propose the optimal policy suggestion for government authorities from a macro perspective. In the meanwhile, this project will also propose suggestions for copyright-related industries from the micro perspective.

近年来，版权制度对创意产业发展的重要性逐渐受到政府部门和产业界的认识和重视。但是，版权制度到底对经济发展产生何种影响一直是理论界激烈争论的问题。对这一根本问题认识的严重分歧影响了版权制度的发展进程和国家知识产权战略的实施。现有研究多注重对版权制度激励效果的理论分析，结合经济理论模型与实证数据深入研究这一问题的成果十分鲜见。本课题首先基于扩展的包含生产和研发两部门的内生增长模型从理论上探讨了版权制度对版权产业发展的经济影响，然后结合我国四类版权相关产业的代表性行业的经济数据，基于上述模型建立回归方程，以检验版权制度的发展变迁对四类版权相关行业的经济影响。随后又进一步结合福建德化陶瓷产业的深度调研数据，对版权制度对德化陶瓷产业发展的具体影响进行了个案实证研究。依据实证分析结果，为我国版权立法、政策的制定与版权相关产业的发展分别提出最优的宏观政策建议和微观战略对策。

版权制度对于版权相关产业以及整体经济发展有着重要的影响。课题通过对版权制度到底对经济发展产生何种影响的问题的研究，为版权制度的发展进程和国家知识产权战略的实施提供了理论支撑。本课题首先基于扩展的包含生产和研发两部门的内生增长模型从理论上探讨了版权制度对版权产业发展的经济影响，随后又进一步结合福建德化陶瓷产业的深度调研数据，对版权制度对德化陶瓷产业发展的具体影响进行了个案实证研究。依据实证分析结果，为我国版权立法、政策的制定与版权相关产业的发展分别提出最优的宏观政策建议和微观战略对策。本课题的研究找到了加强版权保护与版权相关产业发展以及经济增长之间的正相关性，研究结论认为我国现阶段加强版权保护可以有效的推动相关产业的发展以及经济的增长。
