空间利益视角下的乡村空间重组与调控机制研究——以苏南地区为例

With the continuous progress of the process of urbanization, the rural space goes into a period of rapid transition. The restructuring of the rural space structure means that the use of land becomes a redistribution process of the core of space production and its underlying earnings. Under the normalization of the real-life situations of benefit game, the redistribution of lands for construction caused by the transformation of rural space has evolved into the benefit game between the subjects of the relevant interests. For a long time, the construction of rural space is more concerned about updating of the material space form, ignoring the interests of space and its process. At the same time, in the existing research, it is lack of deep reflection for the current system, policy and mode of operation of the transformation of rural space. In this project, the structured benefit relations with the sociological characteristics and the "space" in the geographic scope have been studied comprehensively, identifying the safety level of the spatial patterns of rural development and construction, analyzing the structure relations and the modes of behavior of the subject of interests as an engine of rural space development from the perspective of interest relations, and dissecting the effect mechanism of the space interests of rural construction. From the overall level, the profit-driven of rural spatial reallocation and the spatial effects are analyzed comprehensively, and the new methods and new ways of constructing rural security pattern and the control mechanisms of coordinating the interest are put forward.

随着城乡一体化进程的不断推进，乡村空间进入了历史的快速转型期。乡村空间结构的重组意味着土地用途变更为核心的空间生产及其背后收益的一次再分配过程。在利益博弈常态化的现实情境下，乡村空间转型引起的建设用地的再分配已演变为相关利益主体之间的利益博弈。长期以来，乡村空间建设更多关注的是物质空间形态的更新，忽视了空间的利益性及其过程。同时，现有的研究中，对乡村空间转型的现行体制、政策及运作方式缺乏深刻反思。本课题在对具有社会学特征的、结构化的"利益关系"和地理学范畴的"空间"进行综合研究。判别乡村开发建设的空间格局安全水平，从利益关系角度解析作为乡村空间发展动力的利益主体的结构关系、行为模式等，剖析乡村建设的空间利益影响机制。从整体层面对乡村空间重组中利益驱动和空间效应进行综合分析，建构乡村空间安全格局和利益协调管控机制的新方法和新途径。

研究背景:随着城乡一体化发展乡村空间进入了历史的快速转型期。在利益博弈常态化下，乡村空间转型引起的建设用地的再分配已演变为相关利益主体之间的利益博弈。项目研究结合乡村空间转型的发展现状，创新性地运用了利益分析的方法对乡村空间进行解析。在乡村空间不断整合优化的发展趋势下，通过构建科学的空间利益管控机制，协调相关利益各方分配关系，减少乡村空间重组中的利益冲突，建立健康高效的空间安全格局。.主要研究内容:（1）综合概述苏南乡村空间发展的历史演变历程，剖析影响乡村空间重组的影响因素，并针对性提出乡村空间重组的典型模式。（2）对乡村空间建设现状进行调查，分析乡村空间重组中存在的空间利益关系失衡等问题。（3）解析乡村空间重组中多元利益主体诉求和利益博弈关系，探析利益主体间的交互关系对空间建设发展的影响。（4）结合乡村空间重组的不同模式，从乡村的空间规划、协调运作、利益保障等方面来探讨乡村空间利益调控机制。.重要结论:（1）乡村空间重组受自然生态、人工环境、社会经济和政策制度等四大因素的协同作用，其中政策制度因素是关键核心。（2）乡村空间发展总趋势是从分散向集聚，主要表现为即整治扩展、异地新建和保留发展等几种模式。（3）乡村空间重组中地方政府、村民委员会、村民、相关企业等多元化利益主体分化日趋明显。（4）从规划决策、规划运作、规划管理等发挥规划公共政策职能是缓解空间利益冲突的有效途径。.科学意义:研究从空间利益关系角度解析作为乡村空间发展动力的利益主体的结构关系、行为模式等，将乡村建设用地的有效开发利用与利益协调机制有机结合，寻求协调管控层面对于乡村空间安全格局构建的现实路径和保障机制。研究立足公平正义的基本理念，对苏南乡村特殊生态环境下的环境与经济、社会之间的协调健康发展具有重要的作用。.取得成果:项目负责人及其课题组成员在《城市规划》等杂志上发表该项目署名文章14篇，培养硕士研究生6名。
