产业关联与空间外溢双重视角下的区域产业结构演进及机制研究

Regional development is a process of continuous evolution, transformation and upgrading of regional industrial structure. Due to the existence of inter-industry and inter-regional externalities, the economic performance and evolution of an industry are affected by its association with the local industry and the industrial structure of surrounding areas. This project studies how industrial linkages and spatial spillovers jointly affect the evolution of regional industrial structure and the specific mechanism.The main contents are as follows: first, technical externalities and monetary externalities are brought into a unified micro analysis framework.This project discusses the mechanism of labor pool, knowledge spillover and supply acquisition effect to produce external economy from the supply side of enterprises, then discusses the mechanism of market acquisition effect producing external economy from the demand side of enterprises.Then the basic logic of industrial association and spatial spillover affecting regional industrial structure is analyzed from the perspective of external economy. Secondly, it designs the measurement indexes with both industrial and geographical attributes and measures four external economic mechanisms, builds the indexes reflecting the knowledge spillover and labor pool effect between regions, and improves the measurement indexes of market access and supply access effect based on the inter-industry input-output correlation difference. Thirdly, the paper examines the influence of industrial association and spatial spillover on the formation and evolution of regional industrial structure and the specific mechanism of action, differentiates the external economic differences obtained by different regions and industries, and discusses how to form a new regional growth path on the basis of the existing industrial structure in local and surrounding areas. This project will provide a theoretical reference for the path of regional industrial structure upgrading, as well as a reference for the design of more accurate regional development strategies.

区域发展是区域产业结构不断演化、转型和升级的过程。由于存在行业间和地区间的外部性，一个产业的经济绩效及其演化，受其与当地产业关联及其周边地区产业结构的影响。本项目研究产业关联和空间外溢如何共同影响区域产业结构演进，及其影响的具体机制。主要内容如下：第一，将技术外部性和货币外部性纳入统一的微观分析框架，从企业的供给端探讨劳动力池、知识溢出和供给获得效应，从企业的需求端探讨市场获得效应，进而分析产业关联和空间外溢影响区域产业结构演进的基本逻辑。第二，设计兼具行业和地理属性的指标并测度四种外部经济机制，同时基于行业间投入产出关联差异改进市场获得和供给获得效应的衡量指标。第三，考察产业关联和空间外溢对区域产业结构形成演化的影响及机制，探讨如何在当地及周边既有产业结构的基础上形成区域新增长路径。本项目将为区域产业结构升级路径提供理论借鉴，同时为设计更精准的区域发展策略提供参考。

区域发展是区域产业结构不断演化、转型和升级的过程。由于存在行业间和地区间的外部性，一个产业发展模式和经济绩效，受其与当地产业关联及其周边地区的影响。本项目研究产业关联和空间外溢如何共同影响区域产业、城市空间结构和区域产业结构演进，及其影响的具体机制。主要内容如下：第一，将技术外部性和货币外部性纳入统一的微观分析框架，从企业的供给端探讨劳动力池和供给获得效应，从企业的需求端探讨市场获得效应，进而劳动力迁移成本异质性、转移模式与地区差距。第二，将市政基础设施与区际基础设施同时纳入新经济地理学分析框架，分析了不同类型基础设施对产业和人口空间分布，以及对城市体系规模格局的差异化作用机制。第三，构建一个同时考虑居住用地需求和工业用地需求的两城市模型，考察地方政府用地模式对工业发展和房价的影响，并考虑了地区之间土地供给模式的策略性互动。第四，通过将2020—2021 年网络招聘平台上零工招聘大数据与城市统计年鉴数据匹配，检验零工就业从城市规模和数字技术应用中获得的工资溢价效应。本项目将为区域协调发展和产业结构升级路径提供理论借鉴，同时为设计更精准的区域发展策略提供参考。
