跨组织隐性知识共享研究：以病患转院诊治卫生服务为背景

Knowledge sharing (KS) is the cornerstone for the provision of high-quality healthcare services, is also an essential foundation to the implementation of "Patient-centred Healthcare" national policy. This research study adopts Chinese patient referral healthcare service as the research context, aims at investigating and contributing basic theories in inter-organisational tacit knowledge sharing， as well as developing a theoretical model through systematic empirical investigations. Meanwhile, this project aims to study the absence and negligence of tacit KS behaviours and mechanisms in the current provision of patient referral services in China.. This study consists of four sub-projects: (1) patient referral process and optimisation; (2) the establishment of a theoretical model in inter-organisational tacit KS; (3) a positivist deductive study in inter-organisational tacit KS; and (4) on the basis of the research findings from the three prior investigations, this sub-project intends to explore and provide suggestions in formulating KS national policies and organisational management strategies, which can be utilised in framing patient referral health services.. This research can contribute to the development of basic theories in inter-organisational tacit KS and provide novel research approaches and perspectives. Moreover, this study provides practical implementations and suggestions to the development of Chinese national healthcare system and is particularly useful and meaningful to the improvement of the quality of health service, the equalisation and optimisation of health resources allocation, the continuation in escalating and improving national health system, as well as the promotion of national health system reformation.

知识共享是高质量卫生服务的基石，是国家推行"以病人为中心"政策的保障。本课题以我国病患转诊卫生服务为背景，致力于研究跨组织隐性知识共享的基础理论并提炼出理论模型。同时，本课题也将通过分析我国当前转诊卫生服务中缺失隐性知识共享行为和机制的社会问题提出相关政策和管理策略建议。.本课题具体包括四个子研究：（1）转诊卫生服务流程及优化研究；（2）跨组织隐性知识共享模型研究；（3）跨组织隐性知识共享实证研究；（4）根据上述三个子研究的结论探讨转诊服务中跨组织隐性知识共享政策及管理策略。.本课题将拓展当前跨组织隐性知识共享基础理论、提出新的研究思路和方法。课题研究结论也能为国家卫生事业发展工作提供决策参考，对提高卫生医疗服务质量、均衡医疗资源并提高其利用率、进一步完善医疗卫生服务体系和促进国家医疗改革均具有积极的意义。

本课题以我国病患转诊卫生服务为背景，研究了医疗环境中跨组织知识共享的基础理论并提炼出理论模型。同时，通过分析我国当前转诊卫生服务中缺失知识共享，尤其是隐性知识共享行为和机制的问题，有针对性地提出相关政策和管理策略建议。按照项目申请计划和安排，本研究按照五个研究阶段逐步展开：第一阶段，项目开题和前期准备；第二阶段，转诊卫生服务流程及优化研究；第三阶段，跨组织隐性知识共享模型研究；第四阶段，跨组织隐性知识共享实证研究；第五阶段，转诊卫生服务跨组织隐性知识共享策略研究。.在过去三年的研究中，本课题严格按照研究计划完成各阶段研究任务，并发表中英文学术论文多篇，其中SSCI期刊论文1篇、EI收录论文4篇、国际重要出版社英文著作章节论文2篇、国际高水平学术会议论文5篇，另有2篇论文已经投稿至SSCI期刊，现正在进行外部专家评审。此外，课题申请人先后4次在国际顶级会议上做报告，其中包括国际顶尖信息管理会议iConference、由INSTICC联盟举办的知识管理与信息共享会议KMIS、欧洲IADIS信息管理协会会议。总体而言，项目顺利完成，达到甚至超过了申请时提出的计划与目标。
