At the turning point of two centuries, the economic social development in some resource-driven cities is confronted with many difficulties: singleness in industrial structure, decrease in resources, lack of industrial support in economic development, difficulty in providing new working positions, appearance of social problems. Therefore, resource-driven cities have been the type of cities with the sharpest contradictions and the most complex social problems. Industrial transition has been so important as to be the first task of resource-driven cities' sustainable development. Whether the resource-driven industries could transfer successfully in resource-driven cities has been a very important issue concerning the future of our country's economic and social development..Considering this, our group applied from the Country's Natural Science Fund for the topic of "Analysis of the Transition and Management of Resource-driven Industries in Resource-driven Cities"("Transition Study" hereinafter) in 1999. We tried to provide the resource-driven industries' transition practice with theoretical instructions through our research and study. The topic has been approved by the Fund (79970023)..Our group did a lot of research and practical work in order to carry out the task. From April 2000 to August 2000, we were divided into three groups-coal group (going to DaQing, PanJin and DongYing), petroleum group (going to AnShan and PanZhihua), steel group (going to DaTong, FuXin and FuShun). Through these three groups' practical investigation and research, we got sufficient first-hand information for further study. Through our research, we aimed to reach these goals: (1) Enough and genuine evidence. Our research work was based on solid evidence. (2) Scientific and comprehensive methods. We adopted the research method combining Regional Economics, Innovation Economics, Industrial Economics and other social subjects. (3) Overall and future considerations. With the background of economic globalization and our country's entry into WTO, we analyzed the inner and outer environment of our country's resource-driven cities, then studied their impact on the transition. (4) Correct angle and fresh idea. We tried to grasp the key problem of the transition of resource-driven industries.We adopted a method combining theoretical study, case study and comprehensive study. First, based on the generalization of individual cases, we made clear the developing tracks and existing problems of our country's resource-driven cities and industries. Through comparative study (mainly on France, America and Japan), we gained their experience that could be adopted by our country's resource-driven cities. Based on the above study, we carried out the study on transition mathematical model, transition opportunity and transition mode. Then, we further studied the regional innovation system building and the development system of medium and small enterprises in resource-driven cities. At last, we provided a series of clear and practical advice for policy-makers from the angle of rebuilding resource-driven cities' competitive abilities. In addition, we also did application study on industrial transition based on the situation in petroleum city PanJin.
资源型城市在资源型产业衰竭而无法生存时,维持该城市生存与可持续发展是正为世界各国重视的共性问题。通过研究资源型产业生长至衰败全过程对资源型城市生存与发展影响的规律、典型城市资源型产业转型实际经验和处于不同发展阶段的资源型产业必须运筹和实施资源型城市可持续发展的对策,进而为资源型产业转型提供可借鉴的时机、方略以及环境准备。
