西北大田农业区新型镇村体系模式与人口测算方法研究

This project is in the Datian agricultural in area northwest China, where should follow the Strategic demand for national food security. A series of the problem of contradiction based on the serious conflict of the status of town and village system in this region between the "traditional small agricultural production pattern space model" and "the modern scale production mode of Datian agriculture" is "the low efficiency of land production, the hollowing of the rural life, the blindness of the construction of the facilities and the aging of the labor population" involved the settlement space of town and village in this region. The comprehensive using of urban and rural planning, agriculture, land economics and public policy, etc., following the basic principle that agricultural production mode determine the pattern of settlement space of town and village ,can help to propose a new model of town and village system facing the future and adapting to the agricultural scale production in Datian agricultural in area northwest China. Research the zoning principle and the population measurement methods of basic settlement unit of town and village, and the scale of the town space and the organization model of the unit to adapt to the modern agricultural production and life. After, trying to establish the policy system of dynamic planning guidance from "traditional" to "new" will guide the health and sustainable development in the process of Rural Revitalization in this region.

本项目面向西北大田农业区，遵循该地区保障国家粮食安全的战略需求，基于该地区镇村体系现状“传统小农生产聚居型空间模式”与“大田农业现代规模化生产方式”的严重冲突，针对该地区镇村聚居空间“土地生产低效化、乡村生活空心化、设施建设盲目化、劳动人口老龄化”等一系列矛盾问题，综合运用城乡规划学、农学、土地经济学、公共政策学等学科理论，遵循农业生产方式决定镇村聚居空间模式的基本原理，提出面向未来的、适应西北大田农业区规模化生产的新型镇村体系模式，研发镇村基本聚居单元区划及人口测算方法，研发与现代农业生产、生活相适应的镇域空间规模与单元组织模式，并尝试建立从“传统”到“新型”的动态规划导引政策体系，引导该地区在乡村振兴进程中的健康、可持续发展。

本项目面向西北大田农业区，遵循该地区保障国家粮食安全的战略需求，基于该地区镇村体系现状“传统小农生产聚居型空间模式”与“大田农业现代规模化生产方式”的严重冲突，针对该地区镇村聚居空间“土地生产低效化、乡村生活空心化、设施建设盲目化、劳动人口老龄化”等一系列现实问题，综合运用城乡规划学、农学、土地经济学等学科理论，遵循农业生产方式决定镇村聚居空间模式的基本原理，提出面向未来的、适应西北大田农业区规模化生产的新型镇村体系模式。研究遵循国土空间规划的资源统筹逻辑，基于现代农业规模化生产、社会化服务的基本逻辑，科学量化基本生产单元的“土地-劳动力”效率关系。研究以大田农业家庭农场适度规模经营为基础，以现代农业生产“时空绩效”为关键因素，建立基本生产单元区划及人口预测方法；从公共服务“社会公平+最小门槛”绩效角度，建立基本聚居单元区划及人口预测方法。依托ArcGIS空间分析平台，构建了区划模型可视化分析技术，形成了一套“人-地-业”空间匹配、联动优化、可操作性强的新型镇村体系规划技术方法。本研究成果为县、镇级国土空间规划实践工作的开展提供了新的理论和技术支撑。
