和谐理性的公共文化服务设施项目评价及补偿研究

Compared with other construction projects, there are paradoxes in projects of public cultural servicing facilities, such as adverse depreciation, coordinate drift, deviation of construction and operation and so on. On the other hand, the original projects evaluation and their decision-making methods cannot fit to the demand. All the above highlight two questions: For one thing, there are no systematic and operational specifications in the original projects evaluation on cultural influence of projects. For the other, the effect of cultural influence is bound to the cost compensation in operating, so the problem of compensation need to be considered beforehand. For the high complexity of these problems, the research gets cultural appraisal for public cultural servicing facilities as a core problem, and puts forward analytical framework of elements, levels and degree of harmony. In the study, the main works are followed: (1)identifying key elements of cultural appraisal for projects,their dimensions that each elements contained and measurement; (2)disclosing projects, influenced groups of projects, and differential features of culture influence of projects' environments (network); (3)introducing and verifying the relationship mechanism of projects types and their key factors to provide grounds for different types of projects appraisal. On the basis of the above, the research studys on the optimum compensation mode on the corresponding distributed architecture for culture influence of projects, and compensatory mechanism design for projects with three -Layer game model. The research will try hard to develop the theory on the evaluation on program, provide theory,evidence and quality standard for the evaluation and decision-making of public cultural servicing facilities projects.

公共文化服务设施项目与其他建设项目相比，存在逆向折旧、坐标漂移、建设与经营背离等悖论，原有项目评价与决策方式难以适应要求。其中凸显两个问题：项目的文化影响，在原有评价体系中，没有系统性和操作化的规范；文化影响的效果受制于运营中的成本补偿，补偿问题需要在评价中预先予以考量。本课题针对此问题，以公共文化服务设施的文化评价为核心，提出"要素、层次、和谐度"的分析框架，主要研究内容包括：（1）辨识项目文化评价的关键要素，各自包含的维度和测量；（2）揭示项目、项目影响人群、项目环境（网络）的文化影响特征；（3）提出并验证项目类型与关键要素的关系机理，为不同类型项目评价提供依据。在此基础上，研究项目文化影响（收益）的分布结构所对应的最优补偿模式，并运用三层博弈模型研究项目的补偿机制设计。本项研究力图发展项目评价理论，为公共文化服务设施项目的评价决策提供理论、证据和规范化规程。

党的十八届三中全会提出构建“现代公共文化服务体系”，统筹公共文化服务设施网络建设，积极推动文化惠民项目。公共文化服务设施，如文化馆、图书馆、博物馆、美术馆等，是以文化的服务、传播为主要功能的建筑和配套设施，作为文化服务的物质载体和依托，是时代和政策的召唤。然而，公共文化服务项目功能上的文化取向、使用上的公共品属性、投资上的政府主导、决策中的政策因素等，面临许多理论与实践难题，亟待得到妥善解决。.本项研究建立了公共文化项目评价体系，主要包括概念漂移检测方法、公共文化项目评价、公共文化项目社会效益评价、公共文化供需匹配评价，以及公共文化服务效能评价，实践中，补偿的目的性和评判标准是多元系统性的，藉此方可达到和谐补偿的良好效果；现阶段，一方面，城市文化资本对城市居民生活水平的影响日益增强，另一方面，文化设施供给还不能满足居民日益增长的文化需要；我国城市公共文化设施服务体系的不和谐主要体现在：城市中，气势恢宏的大型公共文化设施与老百姓身边实用便利的中小型设施不匹配；公共文化设施与体制内文化设施无障碍利用不协调；在承认区域间公共文化供给差异性前提下，确保公共财政能够对纳入标准的基本公共文化服务兜底，加快体制机制改革创新，以实现基本公共文化服务保障的和谐；在公共财政保障居民基本公共文化服务提供的前提下，通过完善公共文化服务购买的相关法规政策、构建公共文化服务补偿机制、协调机制、绩效评估机制等，鼓励社会资本、社会组织、公民积极参与公共文化建设，是实现公共文化服务设施项目评价及补偿科学化的重要环节和基本保障；各级政府对文化设施项目建设与运营的科学补偿，既是政府职责，又是对公共文化建设参与方的激励因素和约束因素；以公益志愿方式推进公共文化建设，拓展了公共文化项目补偿及公共文化服务供给的来源。
