In recent years, transboundary pollution problems in different areas frequently outbreaks and brings human great harm. Many researchers have paid more and more attentions on these issues. However, due to the contradictions between the wholeness of natural resources and humanly divisions of administrative regions, the results of many pollution control strategies failed and are inefficient and ineffective in dealing with transboundary pollution problems..Based on the theory of bilevel programming problems, combining with game theory, statistics, optimization theory and environmental economics and other related knowledge, this project will establish the regional cooperatively control theory on transboundary pollution problems through the sensitivity analysis, mathematical statistics, nonlinear optimization, the steepness of the method and variational method. Firstly, construct regional cooperation model on transboundary pollution control problems; secondly, analyze the effectiveness of different control mechanisms for each administrative pollution control countermeasures, and find out the conditions under which the strong and effective control exists; provide the bilevel programming models to design the cooperation mechanism to meet the requirements of both the state environmental designers and the administrative environmental protection department, and design acceptable optimization algorithms to search for effective regional cooperation mechanism and resolve transboundary pollution problems; Finally, a case study of Yangtze River Delta will be presented. The research results will contribute to enrich and develop the theories and methodologies of transboundary pollution control countermeasures, and also provide decision support for making urban development strategies..
近年来跨界污染问题在不同区域间频频暴发纠纷,危害巨大。由于自然资源的整体性和人为行政区划分割间的矛盾,致使各种控制对策在跨行政区域自然资源管理和污染防治中低效甚至无效。.本课题以博弈论和非线性优化为基础,结合二层决策理论、统计学和环境经济学等有关知识,通过采用敏感性分析、数理统计、非线性优化、陡峭度法和变分法相结合的方法揭示跨界污染区域合作控制博弈模型;在此基础上分析不同的控制机制对各行政区污染治理的有效性,以及在何种条件下强有效控制的存在性;构建满足区域环境保护设计者要求的合作机制的二层决策模型,设计可接受的优化算法,寻求有效解决跨界污染区域合作控制机制设计问题的途径。最后以长三角地区为例进行案例分析,制定基于区域联防联控的等级转移税率为控制手段,并定量分析治理效果。本课题可为下一步提高综合控污能力打下基础,也可为所研究区域内制定环境管理制度和城市发展战略布局提供科学依据。
由于自然资源的整体性和人为行政区划分割间的矛盾,致使各种控制对策在跨行政区域自然资源管理和污染防治中低效甚至无效。本项目以两层规划理论为基础,结合非线性规划、统计学、环境经济学和行为科学等有关知识,通过采用数学模型、理论推导与数值分析相结合的方法,刻画大气、水等自然因素的无界性和流通性,探索区域不同自然资源的污染的形成机理,提出排污权交易、等级转移税收和网络优化等控制对策,并通过分析我国现行的行政命令的污染控制对策与所提污染控制对策相比较的缺陷,旨在为理解跨行政区流域污染、湖泊污染、大气污染等跨界污染问题联防联控的合作治理理论,提高综合控污能力打下基础,也可为所研究区域内制定环境管理制度和城市发展战略布局提供科学依据。在项目实施过程中,以第一作者发表论文5篇,其中SCI检索论文2篇(包括录用),CSSCI论文1篇,EI检索会议论文2篇,出版专著1本;培养管理科学与工程方向硕士研究生3名。
