In the context of Chinese new-type urbanization process, this study will design the framework of dynamic assessment mechanism of urban infrastructure sustainability from the perspective of whole life cycle. On this basis, influence factors of infrastructure sustainability and its influence mechanism would be firstly identified and explored. Secondly, a set of systematic and structured dynamic assessment indicators of sustainability would be established. Thirdly, based on the whole life cycle theory, a dynamic assessment model of sustainability of “multi-attributes, multi-indicators, cross periods, cross points, recirculating, and feedback-controlled” would be developed, as well as a systemic and efficient feedback mechanism. Fourthly, with the purpose of verifying and improving the abovementioned dynamic assessment mechanism, the regulation evolution of infrastructure sustainability would be explored, which combined with typical pilot infrastructure projects during the Chinese urbanization. Finally, the dynamic assessment mechanism would be applied and generalized to the capital construction and management of urbanization infrastructures on a national scale. The research results will contribute a comprehensive, scientific, and dynamic assessment and management procedure to infrastructure sustainability throughout its whole life cycle and will provide theoretical support to the construction and development of urbanization infrastructures in China.
本课题拟立足于中国新型城镇化建设的大背景,设计出城镇化基础设施在全生命周期视角下的可持续性动态评价机制体系框架。在此基础上,识别基础设施项目可持续性影响因素并探究其影响机理;建立一套系统化、结构化的可持续性动态评价指标体系;开发一套涵盖项目全生命周期的“多属性、多指标、跨时段、跨时点、循环式、反馈式”的可持续性动态评价模型和系统性高效反馈机制;结合城镇化典型试点项目探索基础设施项目可持续性的一般变化规律以验证和完善上述动态评价机制;将其应用推广至全国范围城镇化基础设施项目的基本建设和管理中,对项目全生命周期的可持续性进行全面、科学、动态的评价和管理,以期对中国城镇化基础设施项目建设提供理论支持。
目前中国城镇化进程中基础设施建设和管理存在着诸多问题,根源是在城镇化基础设施建设与管理程序中未充分考虑项目评价的可持续性维度,缺乏对其可持续性的系统性思考。因此有必要对城镇化基础设施项目的全生命周期进行可持续性动态评价。本项目从“识别基础设施可持续性的影响因素”、“构建基础设施项目可持续性评价指标体系”、“建立城市基础设施项目的可持续性评价方法与模型” 等三方面展开研究。形成的研究成果主要包括:(1)基于中国城镇化发展和可持续发展概念,系统界定城市基础设施可持续概念,从组织内外部因素探究其对城市基础设施项目可持续性的影响关系;(2)通过文献回顾、问卷调查、专家访谈等方法,分析城市基础设施项目的可持续性指标并构建项目可持续性评价指标体系;(3)针对基础设施项目特征和可持续性评价主体等多方面的复杂性,利用直觉模糊集、网络分析法、云模型等数学方法建立城市基础设施项目的可持续性评价方法与模型;(4)从基础设施项目建设管理角度,构建了城镇化基础设施可持续性动态评价机制体系,为中国城镇化基础设施项目建设提供理论支持和可操作化建议。
