我国海岛经济体脆弱性评价、时空演变及优化调控研究：以山东省长岛县为例

Based on the insufficient of the current study of island economy vulnerability, we take the perspective of "human - economic geography", and stick to the main line of the research of island economies vulnerability. In our study, we will take the vulnerability evaluation, temporal and spatial evolution and its optimizing control as the research focus.. Integrated with 3S technology, mathematical modeling, experts consultation, field interviews and other research methods, the following research contents will be carried out: (1) to clarify vulnerability concept, composition and influencing factors of the island economies; (2) Build the comprehensive evaluation index system and measure model including resources, environment, economy, social and ecological fragility (3) Take Changdao County as the research object, evaluate the temporal and spatial evolution of its vulnerability, and analysis the mechanism of action of Changdao County;(4) Comprehensive vulnerability evaluation results and historical data from the resource system, we analysis the chronic sedimentary effect of the vulnerability of Changdao County island economy from resource system, ecological environment system and social economy system. And then, the optimizing control paths of Changdao County island economy were put forward. . This study will be very useful for the macro-control of the development of island economy to relevant government departments. And have a certain theoretical reference and practical application value to the formulation of island development and protection policy, and promotion of transformation and sustainable development of island economy.

针对当前海岛经济体脆弱性研究中的不足，本项目拟从“人文—经济地理学”的角度出发，以海岛经济体脆弱性研究为主线，以海岛脆弱性综合评价、时空演变及其优化调控为研究重点。综合3S技术、数学建模、专家咨询、实地调研访谈等主要研究手段，拟开展以下研究内容：（1）厘清海岛经济体脆弱性概念、构成和影响因素；（2）综合资源、环境、经济、社会和生态脆弱性五个方面构建海岛经济体脆弱性测度评价指标体系和综合测度模型；（3）以长岛县为研究对象，评价其脆弱性的时空演变，并分析长岛县海岛经济体脆弱性发生机理及其作用机制；（4）综合脆弱性评价结果和历史数据从资源系统、生态环境系统和社会经济系统三个方面分析海岛脆弱性对于长岛县海岛经济体发展的慢性沉积效应，并提出长岛县海岛经济优化调控的路径。本研究对相关部门宏观调控海岛经济发展、制定海岛开发与保护政策、促进海岛经济转型发展和可持续发展具有一定的理论参考意义与现实应用价值。

本项目以海岛经济体脆弱性研究为主线，以海岛经济体脆弱性评价体系构建、海岛经济体脆弱性时空演变为核心，探讨了海岛脆弱性的影响因素，构建了融合资源脆弱性、环境脆弱性、社会脆弱性、经济脆弱性和生态脆弱性五个方面的海岛经济体脆弱性评价指标体系和综合评价模型。分析了海岛脆弱性类型、成因、影响因素的动力机制。提出了基于脆弱性评价的海岛经济优化调控路径。该研究对于国家制定海岛开发与保护政策、促进海岛经济可持续发展具有一定的理论参考意义与现实应用价值。具体研究完成内容如下：.（1）对海岛脆弱性进行了科学界定，厘清了海岛经济体脆弱性概念、构成和影响因素；本研究认为海岛经济体脆弱性是指在海岛经济体发展过程中，因海岛特殊地域背景和人类开发活动造成的海岛“人地关系系统”在自然本底、资源、社会、经济和生态环境等方面呈现出不同程度的可持续发展能力的易损程度。（2）构建了以海岛为研究主体的脆弱性综合评价体系和综合测度模型；通过定量分析发现，中国海岛经济体脆弱性空间分布格局呈现出明显的“区域化”特征，海岛经济体脆弱性大致呈现出中间低，南北高的特点；区域性特征明显，30°N附近区域海岛经济体脆弱性偏低，其他地区脆弱性偏高，且低脆弱性海岛县分布相对集中，表现出“集群化”分布态势。（3）以山东省长岛县为例分析了其脆弱性发生机理及动力机制；研究表明：1996年—2016年，长岛县资源脆弱性、经济脆弱性、社会脆弱性总体呈下降趋势，生态环境脆弱性“先升后降再升”，呈周期性变化；由各子系统对综合脆弱性的影响程度来看，综合脆弱性由生态环境脆弱性和社会脆弱性主导向各子系统均衡影响转变；长岛县脆弱性发展演变过程是自然资源条件、经济发展方式、政府宏观调控相互影响、相互制约的结果，并依据其驱动机制提出相应的应对措施。
