信息致贫的微观机理与信息减贫的宏观制度关联研究

Focusing on the harmful social consequent which coursed by deteriorating of information resources unbalanced distribution and disparity of information access ability of individuals, this project is going to conduct a systematic research both focus on the micro-mechanism of information poverty causation and macro-system of information poverty reduction to provide the effective measures of accurate information poverty alleviation. Aiming to reveal the micro-mechanism of the information poverty formatting process of individuals, this project will perform the series empirical studies by using behaviorism, cognitivism and related theories as theoretical analysis tool based on the conceptual framework of Information World of Individuals. Through this procedure, this project is expected to reveal the formation process of individual’s information assets, intelligence sophistication and conscious information practice. Various groups of people which are on the various levels of informatization, demographic features, geographical locations and the development levels of economy, will be selected as samples for this research. On account of above procedure, we expected to formulation our theoretical understanding of the contributing factors and formation process of the micro-mechanism of information poverty of individuals. Meanwhile, this project will perform a series statistical analysis which will focus on the statue quo, contributing factor of the formulation, evolution process and ensuring mechanism of information infrastructure construction and the procedures, present situation, influencing factors and policy development of public information service system. Finally, this project are expecting to provide a mounts of effective policy suggestions on accurate information poverty reduction based on the synergy analysis of the micro-mechanism of the information poverty formulation process and macro-system which initially designed to reduce information poverty.

由信息资源分布与利用不均衡化及个体信息获取能力差异化而导致的信息贫富分化现象日益严峻，但“精准”信息扶贫方面的研究存在明显薄弱。本课题将对信息致贫的微观机理、信息减贫的宏观机制及“精准”信息扶贫的路径展开系统研究。针对信息致贫的微观机理，本研究将基于个人信息世界概念，应用行为主义与认知学派等理论工具，以来自信息化程度、人口学特征与发展水平不同区域的样本为对象，基于现场调研，揭示信息资产、智识和知觉性信息实践的形成机理，从而形成关于个体信息致贫成因与过程的理论认识。就信息减贫的宏观制度，本研究将围绕我国信息基础设施建设现状、成因、演变和保障机制及公共信息服务体系建设的进程、现状、影响因素和政策演变过程展开分析，在政策评估的基础上，全面揭示我国对于信息贫困问题干预和治理的现状与趋势。最终，本研究将通过对信息致贫微观机理与信息减贫宏观制度之间的关联分析，为“精准”信息扶贫提供行之有效的政策建议。

项目背景：着眼于日益严峻的信息贫困及相关社会问题，需要从个体层面深度解析信息贫困发生的原因与机理，并从宏观层面设计和实施完善的信息减贫政策体系。..主要研究内容：围绕“信息致贫的微观机理”和“信息减贫的宏观制度”两个部分，组织开展了四次大规模社会调查，获得了5000多个样本的调查数据。针对这些数据，本课题展开了全面的实证研究与理论分析。在微观的信息致贫机理层面，本研究就教育、信息获取时间、信息茧房、个体知识结构与知识交流等之于信息贫困的影响机理展开了研究，得到了一系列有科学意义的实证研究结果。在信息减贫的宏观制度方面，本研究构建了“社会认识层次论”理论框架，结合信息贫困治理的具体政策设计和公益性信息服务制度体系，展开了深度的政策分析和理论构建。同时，本课题还着眼于元宇宙等新的技术趋向，对信息贫困问题的制度性解决提供了思路。..重要结果：发展了具有良好中国情境适应性的“社会认识层次论”理论框架，助力于信息资源管理领域构建具有中国特色、中国风格和中国气派的学科体系、学术体系和话语体系。获得了一系列重要的实证研究发现，充实了信息贫困治理的方法与途径体系，为信息贫困治理的政策设计提供了更加多元的工具选择和更具有可操作性的机制设计方案。同时，本课题还将研究成果具体应用于社会实践之中，为信息贫困与共同富裕的实现提供了学术助力。..关键数据：本团队组织了四次大规模社会调查，涉及5000多名受访者，这是本课题最关键的数据资源。这四次大规模社会调查涉及了甘肃省内的陇西、和政、秦安以及省外其他多个区域，具有很强的代表性。同时，本团队应用python和stata编写了大量的数据处理与统计分析代码。..科学意义：针对信息贫困这一新的社会现象，本课题不仅深入剖析了导致这一现象出现的根本原因，并对其做出了深入、完整的理论解析。无论是理论构建还是实证研究，本课题所获得的研究成果都具有鲜明的科学意义和学术价值。
