农民合作社“农超对接”行为、绩效与扶持政策研究——基于江西的抽样调查

Based on the past researches, the study, aimed to effectively support cooperatives to participate in "farmer-supermarket direct purchase" and further enhance their participation performance, adopts the comprehensive integrated method of qualitative and quantitative analysis and studies farmer-supermarket-direct-purchase conduct and performance of farmer cooperatives and supportive policy of government with the help of the statistics and data acquired from the investigation of Jiangxi's cooperatives. First,the study constructs its theoretical model and tests its hypothesis logically. Second, it applies Heckman 2PM, DEA-Tobit Model, dualistic Logit Model and COX proportion risk Model to respectively analyze the cooperatives' farmer-supermarket-direct-purchase policy-making conducts and the differences of farmer-supermarket-direct-purchase performance and influential factors in different degrees, thus making scientific judgements for our government about the necessity to support cooperatives to participate in farmer-supermarket-direct-purchase and about the value of making all specific supportive policies. Finally, combined with cooperatves' order of proir demands for the supportive farmer-supermarket-direct-purchase policies and typical case analysis, it brings forth the supportive policies which can enhance cooperatives' farmer-supermarket-direct-purchase participation performance and effectively promote their participation in farmer-supermarket direct purchase. The study results, on one hand, will contribute greatly to the theoretical development of produce circulation; on the other hand, it is of great practical instructive significance to advance farmer-supermarket-direct-purchase process in our country.

本研究拟在已有研究基础上，以有效扶持合作社参与"农超对接"、进一步提升其参与绩效为目标，借助对江西省合作社的调查获取的数据与资料，采用定性与定量分析相结合的综合集成方法，研究合作社"农超对接"行为、绩效与扶持政策。首先，构建本研究的理论模型，逻辑检验本研究假说。其次，运用Heckman两部分模型、DEA-Tobit两阶段模型、二元Logit模型、COX比例风险模型，分别对合作社"农超对接"决策行为、不同参与程度下的绩效及其影响因素的差异性进行分析，从而对政府大力扶持合作社参与"农超对接"的必要性和各项具体扶持政策的实施价值做出科学判断。最后，结合合作社对"农超对接"扶持政策的需求优先序和典型案例分析，提出能提升合作社"农超对接"参与绩效、有效促进合作社参与"农超对接"的扶持政策。本研究成果，一方面对农产品流通理论的发展有重要贡献，另一方面对推进我国"农超对接"进程有重要的实践指导意义。

本研究拟在已有研究基础上，以有效扶持合作社参与“农超对接”、进一步提升其参与绩效为目标，借助对江西省合作社的调查获取的数据与资料，采用定性与定量分析相结合的综合集成方法，研究合作社“农超对接”行为、绩效与扶持政策。首先，构建本研究的理论模型，逻辑检验本研究假说。其次，第一，运用Heckman两部分模型分析合作社“农超对接”的对接行为，通过研究发现，绝大部分合作社都参与了“农超对接”，但参与程度较低。其中，合作社自身的能力、超市的支配权、政府的相关政策以及当地的经济发展水平都会对其参与行为与参与程度产生影响。第二，运用DEA-Tobit两阶段模型进行合作社“农超对接”的流通效率及其影响因素分析，研究结果显示，江西省合作社“农超对接”流通效率偏低且两极化趋势明显，合作社社员素质、信贷支持、当地经济发展、股权结构以及市场开拓对“农超对接”流通效率具有正向显著影响，而价格上的垄断权、成员的异质性对“农超对接”流通效率具有负向显著影响。第三，利用COX比例风险模型探讨“农超对接”关系的稳定性，研究发现，当前江西省“农超对接”关系处于一种不稳定的状态，具体变现为主营水产的农民合作社以及经营综合生鲜农产品的农民合作社“农超对接”关系稳定性更强；示范社、政府领办的农民合作社“农超对接”关系稳定性更强。而超市对产品的要求、政策实施效果、农民合作社能力以及区域经济水平是影响农民合作社“农超对接”关系稳定性的显著因素。最后，通过运用聚类分析方法和无权重转移思路分析得出农民合作社对“农超对接”政策的需求层次及优先序列，从而提出完善“农超对接”的相关政策建议。本研究成果，一方面对农产品流通理论的发展有重要贡献，另一方面对推进我国“农超对接”进程有重要的实践指导意义。
