China is the biggest country of rare earth resource in the world. Based on enhancing the international competitiveness of rare earth industry in China,the project aims at technological fields in general rare earth industry chains including the product of raw and processed materials in rare earth, the product of metallurgy processing in rare earth and the product of functionality in rare earth,and based on view of patent information analysis, the project presents a systematic analysis of the mechanism of technological innovation in rare earth industry, going on industry chain and technology chain, knowledge management, technology cycle and opening innovation and using scientometrics, survey research, case study, social network analysis, system dynamics, TRIZ, multivariate statistical analysis and new institutional economics, etc. Specifically, this program first analyzes the strategic frame and dimension form of technology innovation in rare earth industry, and reads its necessity relation with innovative opportunity, innovative resource, innovative body and innovative environment, etc.; this project then explores the innovative model and core driving factor of technology innovation in rare earth industry, and discloses its internal connection with innovative performance and effective mechanism and tactics; this project finally analyzes the optimal degree of enhancement of technology innovation in rare earth industry to explore the designing route optimization of technology innovation policy in rare earth industry, which hopefully can provide some important gists for government to make relevant policies for rare earth industry, and some enlightenments and important references for the improvement of technological innovation capabilities in other resource-based industries.
中国是世界稀土资源的第一大国。基于提高中国稀土产业国际竞争力的目的,本项目针对稀土原材料产品、稀土冶金加工产品与稀土功能性产品等稀土全产业链中的技术领域,立足于专利信息分析视角,依据产业链与技术链、知识管理、技术生命周期与开放式创新等理论,集成运用科学计量学、调查研究、社会网络分析与系统动力学、进化树分析、多元统计分析、案例研究与新制度经济学分析等方法,对稀土产业技术创新机制进行系统性研究。具体而言,系统剖析稀土产业技术创新战略框架与维度构成,解读其与创新机会、创新资源、创新主体、创新环境等之间的必然关系;深度探析稀土产业技术创新模式及其核心动力因素,揭示其与创新绩效的内在联系及成功实现的有效机理与策略;深入解析稀土产业技术创新政策的最优促进程度,发现稀土产业技术创新政策优化设计路径,为政府制定相关的稀土产业政策提供重要依据,进而对其它资源型产业技术创新能力的提升,提供有力启示与参考价值。
