文化产业集群与区域协调发展的机理和策略研究

Cluster development is bound to be an inevitable choice to enhance the overall strength and competitiveness of the cultural industry, and with the regional coordinating development it will be an important path to promote the upgrading of regional development. In view of the many problems and shortcomings existing in the present regional cultural industry cluster theory research and the practice activities of China, this research will start from the analysis of the basic characteristics of cultural industries, and will compare the differences between cultural industrial cluster and other manufacturing clusters, and will argue for the high level of region dependency of cultural industrial cluster and its specific role in the region development; it will make a thorough inquiry of the relationship and interaction between regional factors and cluster elements through establishing an interpretative structural model and integrating the quantitative and qualitative analysis; it will analyze the feedback process, motivation and mechanism between regional characteristics and each subsystem of cultural industry cluster by using system simulation model; it will build a strategy system which aims to promote cultural industrial cluster and regional coordinated development via deeply case analysis and comparative study, so as to systematically consider solutions to the problems from varies aspects such as public policy, public service, regional planning, project planning and regional environment. This research aims at clearing the correlation between the development of regional cultural industry cluster and regional development and the path to the development of them; it also intends to reveal the general rules of cultural industry cluster and regional coordinating development, and put forward the strategies to promote the development of regional characteristic cultural industry to promote the overall regional development.

文化产业集群化发展，是增强文化产业整体实力和竞争力的必然选择，其与区域协调发展是推动区域发展升级的重要路径。鉴于国内区域文化产业集群理论研究和实践探索中存在的诸多问题和不足，本课题从分析文化产业的基本特性开始，比较文化产业集群与其它产业集群的差异，论证文化产业集群高度的地域依赖性及其对区域发展的特殊作用；集成定量与定性分析，建立解释结构模型，探析区域因素和集群要素之间的关联关系及相互作用；利用系统仿真模型，剖析区域及文化产业集群各子系统之间反馈的过程、动力和机理；结合深度的案例分析和比较研究，构建推动文化产业集群与区域协调发展的策略体系，从公共政策、公共服务、区域规划、项目策划、区域环境等多方面系统考虑解决问题方案。课题研究旨在明晰区域文化产业集群发展与推动区域发展的关联与路径，揭示文化产业集群与区域协调发展的一般规律，提出促进区域特色文化产业发展以推动区域整体发展的策略。

近年来，我国文化产业实现跨越式发展，已成为区域经济社会发展的新引擎。文化产业的集群化发展，是实现文化产业升级提质与创新发展的重要路径，但是由于对文化产业集群其自身所特有的特性认识不足，理论研究不充分，实践上操之过急，盲目复制，以致近年来国内大力推动文化产业集群化发展的成功案例较少，其根本原因就在于没有遵从文化产业集群的发展规律，未能实现文化产业集群与区域的协调，以致严重影响资源配置效率和文化产业健康发展。基于此，本项目基于区域经济学、产业经济学、文化产业管理、系统科学、公共政策学等学科理论，从理论探索、仿真实证、策略体系构建三方面开展研究，取得以下成果：①从理念上厘清了发展文化产业的内涵及基本逻辑起点，从超越集群视角识别文化产业集群的特征，以及其对区域社会经济、文化、制度、创新等方面独特的外部效应，明晰了文化产业集群与区域间文化根植、多维灵活、创意隐秘并扩散的互动关系；将二者的协调发展过程划分为四个阶段，论证了二者之间协调发展的必要性和重大意义。②确定了二者协调发展的三大主体圈层，并从微观、中观、宏观分析文化产业集群对区域的作用机理，发现：文化产业集群从微观层面推动区域文化企业生态系统的形成、中观层面推动区域文化产业发展、宏观层面推动区域多方面提升与发展。通过建立文化产业集群ISM模型，以及各个子系统间的协调发展模型，揭示二者协调发展的过程与动力，系统思考区域发展文化产业的一般规律及文化产业集群和区域系统耦合循环、协调发展等问题。③构建系统动力学仿真模型并进行深入的案例实证分析和比较研究发现：文化产业集群的演化升级会导致区域环境复杂度的提升，同时区域的创新绩效、经济增长、社会效益等变量都出现震荡前行的特征；在集群内部的知识创造、区域知识内部化以及两者协调发展的过程中，文化产业集群绩效呈现出近似线性的增长；在不同的区域条件下，文化产业集群呈现出不同的敏感性及特征，其中区域经济和创新要素对二者协调发展的影响程度高于社会要素。④针对新常态背景下如何协同与优化二者的协调发展关系，从优化文化产业的区域环境、调整文化产业集群内部结构2大方面、11个小方面提出对应的发展策略。项目的研究开拓了文化产业和区域发展研究理论和研究方法的新领域，对推动区域文化产业、繁荣文化、推动区域社会发展有重要的指导意义和实践价值。
