全球分工背景下产业集群跨区域衍生驱动国内价值链重构的机理与模式研究

Industrial cluster cross-regional derivative, which is the dynamic process to hug-transfer part of value chain link from mother cluster and to derive a subset n the receiving regions, is a new model of the current industrial transfer. It not only reflects and reveals the basic features and intrinsic motivation of the regional industrial transfer under the background of global specialization but also forms a profound impact on the production network of the transfering regions and the receiving regions.This research project proposed starting from the background of global specialization, discussing the connotation, the type and mechanism of the industrial cluster cross-regional derivative, analyzing the formation process of the new cluster production network, studying the basic condition of the domestic value chain reconstruction, and then constructing a theoretical analysis framework of "industrial cluster cross-regional derivative→new cluster production network formation→domestic value chain reconstruction". Then it is used to research the basic process, dynamic mechanism, influence factors and basic patterns of the industrial cluster cross-regional derivative driving domestic value chain reconstruction, so as to systematically reveal the basic rule of the industrial cluster cross-regional derivative driving domestic value chain reconstruction, to put forward the seriescountermeasures of the industrial cluster cross-regional derivative drivingdomestic value chain reconstruction for our country, in order to break through the "low-end locking" of global value chain, to achieve industrial upgrading. This project is an innovative exploration about the industrial transfer and domestic value chain theory, which can provide a new perspective designed policies to promote industrial upgrading for our country.

产业集群跨区域衍生，是指母集群中部分价值链环节“抱团”转移并在承接地衍生出子集群的动态过程，是当前产业转移的一种新模式。它既集中反映和揭示了全球分工背景下产业转移的基本特征和内在动因，又对转出地和承接地的生产网络产生深刻影响。本课题拟从全球分工的背景出发，探讨产业集群跨区域衍生的内涵、类型及机制，分析新集群生产网络形成的基本条件，研究国内价值链重构的关键影响因素，进而构建“产业集群跨区域衍生→新集群生产网络形成→国内价值链重构”理论分析框架，研究产业集群跨区域衍生驱动国内价值链重构的基本过程、动力机制、影响因素及基本模式，从而系统地揭示产业集群跨区域衍生驱动国内价值链重构的基本规律，有针对性地提出我国产业集群跨区域衍生驱动国内价值链重构的系列对策，以期突破全球价值链的“低端锁定”，实现产业升级。本课题是对产业转移理论及国内价值链理论的创新性探索，可以为我国推进产业升级的政策设计提供新思路。

发达地区向欠发达地区的产业集群跨区域衍生，正在成为全球分工背景下区域产业转移的主导方式。通过承接产业转移来重构国内价值链，进而突破全球价值链的“低端锁定”，已成为人们的共识。产业集群跨区域衍生转移既集中反映和揭示了当前区域产业转移的基本特征和内在动因，又对转出地和承接地的价值链结构和生产网络产生深刻的影响。本项目从全球分工的背景出发，系统地研究了产业集群跨区域衍生转移驱动国内价值链重构的概念模型、单个企业转移行为的数理描述、产业集群跨区域衍生转移驱动国内价值链重构的内在机制、产业集群跨区域衍生转移与区域生产网络的协同演化过程、产业集群跨区域衍生转移与区域生产网络协同演化的系统仿真、集群式转移企业与承接地政府的行为模型、集群式转移企业与承接地政府“转-承”博弈模型、集群式转移企业与承接地政府“转-承”博弈案例，构建了“产业集群跨区域衍生转移→新集群生产网络形成→国内价值链重构”理论分析框架，揭示了产业集群跨区域衍生转移驱动国内价值链重构的基本规律。本项目拓展了产业转移理论和价值链理论，为我国利用产业转移驱动国内价值链重构，培植优势产业，增强自我发展能力的政策设计提供了新的思路。
