企业竞争国家标准话语权的影响因素与经济后果研究

“First-class firms set standards; second-class firms establish brands and third-class firms manufacture products”. This is a proverb prevalent in the business community. More and more firms consider the competition about standards as the competition for discourse rights. However, (1) what decide the Chinese firms’ competition for national standards discourse rights? (2) What economic consequences have the competition for national standards and discourse rights caused for firms? (3) What impacts have external government governance and internal firm heterogeneousness imposed upon firms’ competition for national standards and discourse rights? In this project, an attempt is made to investigate decisive factors and economic consequences of firms’competition for national standards and discourse rights from the perspective of government governance and firm heterogeneousness in combination with case study according to the dataset provided by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China. This research is valuable for exploring internal rules of firms’ competition for national standards discourse rights and further constructing theories on firms’ multi-level competition under the background of transforming economy.

“一流的企业做标准，二流的企业做品牌，三流的企业做产品。”是企业界流传的名言，越来越多的企业将国家标准之争看作话语权的竞争。但是，（1）什么因素决定了中国企业竞争国家标准话语权？（2）竞争国家标准话语权对于企业产生了何种经济后果？（3）外部的政府治理和企业内部的异质性在企业竞争国家标准话语权过程中产生了怎样的影响？本课题拟采用国家质监总局提供的中国企业制定标准数据，结合案例分析，从政府治理和企业异质性两个方面考察企业竞争国家标准话语权的决定因素和经济后果。本课题的研究对于探索企业竞争国家标准话语权的内在规律，进一步构建转型经济背景下企业的多层次竞争理论具有重要价值。

本课题引入制度创业理论，基于企业异质性观点在深入剖析中国企业参与标准竞争的发展特征基础上，结合中国企业参与标准竞争行为，探讨外部政府治理环境、企业内部异质性特征在中国企业参与标准竞争的影响机制，并分析中国企业参与标准竞争对于企业产品业绩、品牌树立和技术创新等多方面的影响，. 结论发现 (1)高技术创新水平的企业在国家标准制定中的话语权更大；(2)技术创新和政治关系在影响国家标准制定方面存在显著的替代关系，即技术能力越强，政治关系的重要性也越低，企业的政治关系越密切，技术能力的重要性就越低；(3)在政府治理水平较高的地区，政治关系在国家标准话语权方面的作用受到抑制，而技术创新对于企业在国家标准话语权中的影响表现出不随政府治理环境变化的稳定性。. 本项目有助于更加全面的了解企业参与标准竞争的决定因素和经济后果；丰富和拓展了转型经济背景下的企业竞争理论；对于企业的竞争策略决策具有多方面的启示；对于政府推动标准体系的宏观管理提供重要的参考。
