生态工业协调网络演化及效应机制研究

Eco-industrial coordination networks refer to a group of institutions engaging in promoting resource recycling, energy saving and pollution reduction for industries regionally in terms of planning, policy making, information sharing and technology guiding. Eco-industrial coordination networks have played an important role in promoting regional low carbon and circular economy development. However, it is still unclear how to quantitatively analyze the structure and functional evolution mechanism of eco-industrial coordination networks. This research plans to conduct a case study approach to trace the development of typical eco-industrial coordination networks. The theoretical framework of Social Network Analysis will be drawn upon to analyze the structure evolution mechanism of eco-industrial coordination networks. Meanwhile, the research will refer to the theory on Institutional Capacity Building to analyze the coordination ability evolution of eco-industrial coordination networks and their impact on local eco-industrial networks. Based on the induction and deduction of the structure and functional evolution mechanism and impact of eco-industrial coordination networks, the research aims to provide policy suggestions for eco-industrial development.

生态工业协调网络是通过规划引导、政策激励、信息共享、技术指导等方式，推动区域企业参与循环利用、节能减排的机构群体。典型的生态工业协调网络包含了环境保护、节能减排相关的的政府管理部门、咨询企业、科研院所。生态工业协调网络对低碳、循环经济发展起到了重要推动作用，但如何在结构上、功能上量化分析生态工业协调网络的演化机理和效应尚不清楚。本研究拟通过案例研究法，跟踪典型生态工业协调网络，借鉴社会网络分析理论框架，分析生态工业协调网络结构的演化过程，并参考机构能力建设理论，研究生态工业协调网络的协调能力的演化过程及其对区域生态工业链网的影响。在归纳、演绎典型生态工业协调网络的结构、功能演化及效应机制的基础上，为生态工业的发展提出政策建议。

该研究构建了产业共生网络及其协调网络结构的量化研究方法，从网络密度、中心度、核心-边缘等角度量化了研究区域产业共生网络、协调网络的结构。研究发现咨询服务平台机构在推动工业园区生态工业发展的重要核心作用，一方面整合区域政策、知识资源，另一方面参与到推动园区低碳节能减排活动。生态工业园区内应培育此类服务平台机构的成长。该研究还深入挖掘了社会网络分析法中核心-边缘结构分析的内涵，提出产业共生网络中的边缘区域即为工业园区产业共生网络的薄弱环节，是工业园区产业共生网络密度提升的关键单元，为工业园区的循环化改造升级提供了技术支持和政策建议。
