面向跨组织合作的城市应急管理网络设计、协作管理与效果评价研究

How to improve coordinated collective actions among all the participating organizations is the core of emergency management. From the view of inter-organizational relationships, this project will conduct research on urban emergency management network based on collaborative governance theory, analyze the network structure in the micro-level, and study the network designing, collaborative management and effectiveness evaluation in the macro-level. The aims is to improve the levels of emergency linkage. First, this project takes empirical research on emergency management system in Shenzhen City and emergency response network of landslide accident in Guangming District on December 20th, analyze structural characteristics of the formal and actual emergency management network based on social network analysis tool, and their impacts on network behaviors for proposing the managerial suggestions of improving urban emergency management system. Second, this project will analyze the logic of designing emergency management network, and study the network designing method from the scenario based response view for aiming to improve the adaption of possible emergencies in the jurisdictional areas. Third, for supporting the emergency commanding and coordination process, this project conducts research on joint planning and execution monitoring for improving action collaboration and coordination among the participating organizations by implementing unified emergency action plans. Finally, the evaluation of emergency management network effectiveness is studied, and how the collaboration precondition, network structure and collaborative process affect network effectiveness is analyzed for guiding management policy development.

如何促进各参与组织间形成协调一致的集体行动是应急管理工作的核心。本课题从组织间关系的视角出发，基于合作治理理论研究城市应急管理网络，在微观层次上开展网络结构分析，并在宏观层次上研究网络的设计、协作管理与效果评价，力图促进应急联动。首先，该项目分别对深圳市应急管理体系与“12.20”光明新区滑坡事故应急响应网络进行实证研究，基于社会网络分析研究正式与实际的应急管理网络的结构特征及其对网络行为的影响，提出改进应急管理体系结构的建议；其次，该课题分析应急管理网络设计的内在逻辑结构，研究基于“情景-应对”型的应急管理网络设计方法，力图提升对辖区突发事件的适应性；第三，围绕应急指挥与协调过程，研究跨组织网络环境下联合规划与执行监控，通过实施统一的应急行动方案，促进各参与单位间行动协调；最后，研究应急管理网络效果的评价指标，并分析合作条件、网络结构、合作过程对网络效果的影响，指导该领域管理政策的制定。
