The project intends to apply the Internet as a new technique method to solve some problems,such as long duration, high cost,large interference,and so on, in order to improve the efficiency and quality of bidding process and ensure the features of fairness and justness and the competitive function..The project belongs to the application basis research. The effects of Internet on the traditional bidding method and the new bidding modes adapted to Internet are studied in this project. The flow, functions and framework of two main transaction modes based on Internet, Online Bidding and Online Auction, are proposed. At the same time,the critical processes of Online Bidding and Online Auction,the evaluations of bids, bidding prices, suppliers based on Internet are also studied. Meanwhile, The project does some research on bidding strategic models, the bidding preparation models in the competitive environment and the double auction market. Finally, the strategic stages of implementing E-business in automobile industry. On the basis of studies on management modes and business processes of an automobile corporation, the structure of the E-business platform at every stage are constructed, and the prototype has been developed.. Research of the project enriches bidding methods and operating modes and is helpful to introduce Internet in the course of actual bidding operation. Furthermore,it makes bidding operating processes scientific and modern and improves their efficiency and quality.
因特网在全球的迅猛发展,给政府部门与企事业单位的招标投标带来巨大的机遇和严重的挑战。本课题研究因特网的应用对传统招标和投标方法的影响以及适合因特网环境的招标投标新方法和新模式。该研究可以丰富招标投标与拍卖的理论和方法,在实践上可以为政府部门和企事业单位利用因特网开拓新的招标投标业务、提高企业参与全球投标竞争的能力。
