城市物流共同配送激励政策研究

Improve the efficiency of urban logistics and resolve the negative externality of it is a big challenge for the sustainability development of city. Joint distribution is an effective urban logistics solution but it can’t be spontaneous organized in market. The incentive policies of government will be the most important part in forming the joint distribution alliance. However, there is limited amount of quantitative research focusing on the inherent impact mechanism of joint distribution incentive policies. Based on the investigation of Shanghai and Nanjing (one of the pilot city of joint distribution), this research project will contribute to the theoretical understanding of the inherent mechanism that how incentive policies influence the decision of enterprises. Also, it will facilitate the sustainability operation of urban logistics. The research starts from the behavior analysis of joint distribution participants. The econometrics and behavioral economics theory include choice experiment and discrete choice model will be used to reveal the policy preference of companies that will be participants of joint distribution project. The incentive mechanism that government can use to encourage companies to take part in joint distribution project will be researched based on principal-agent theory. Agent based modeling and simulation method will be used to analyze the decision interaction mechanism of companies under different incentive policies. The theoretical analysis framework of making joint distribution incentive policies will be built by this research project, so to support government decision on urban logistics management.

提高城市物流效率，解决城市物流所带来的负外部性问题是城市可持续发展面临的重大挑战。共同配送作为一种有效的城市物流解决方案很难由市场自发形成，政府的激励政策在共同配送中发挥着极其重要的作用。但目前关于共同配送激励政策内在作用机理的定量研究还很少。本课题的研究有助于在理论上揭示共同配送激励政策对企业决策行为的内在作用机理，在实践中更好地促进城市物流的可持续发展。本课题以上海和共同配送试点城市南京的城市物流共同配送实践为基础，从企业的行为特征分析入手，引入计量经济学和行为经济学的相关理论，运用选择实验和离散选择模型研究企业的政策偏好；基于委托-代理理论进行激励政策设计，研究激励政策对共同配送参与企业的作用机理；用基于Agent的建模和仿真方法研究政策效果在企业间的传导机制。通过本课题的研究构建城市共同配送激励政策制定的理论分析框架，为政府的城市物流管理政策制定提供决策支持。

本项目按照研究计划实施，经过三年的研究,基本完成了项目立项时的研究目标。采用委托-代理理论研究了动态激励机制的设计问题；用基于Agent的建模和仿真方法建立了城市物流共同配送系统模型；对共同配送系统中的中转节点选择和路径规划问题也进行了研究。至结题，在本项目的资助下共发表SCI论文2篇，录用论文1篇，投稿论文1篇。获得上海市科技进步二等奖1项，申请发明专利1项。
