土地整治多功能融合对农户可持续生计的影响机理研究

Achieving land consolidation multifunctional integration is the key task of promoting the transformation development of land consolidation in the new era, is the inevitable requirement of promoting the sustainable livelihood of farmers, and is the effective way to achieve the strategy of rural revitalization. The subject studies on the impact mechanism of land consolidation multifunctional integration on farmers’ sustainable livelihood from farmers’ perspectives. First of all, it clarifies the macro background and realistic needs of land consolidation in the transition period, and diagnoses the current characteristics and problems of land consolidation function. It reconstructs the functional value corresponding to the transformation orientation of land consolidation, by full understanding of human sustainable development. It analyzes the multifunctional system, the relationship and integration mode of various functional elements of land consolidation based on the system theory. In the next place, it constructs the logical structure of farmers’ sustainable livelihood, and clarifies the direct and indirect impact path of land consolidation multifunctional integration on farmers’ sustainable livelihood. The direct path is the multifunctional integration of land consolidation, which directly impacts farmers' livelihood capital, livelihood strategies and livelihood outcomes. The indirect path is the multifunctional integration of land consolidation, which indirectly impacts livelihood strategies through farmers’ livelihood capital, and indirectly impacts livelihood outcomes through farmers’ livelihood strategies. Furthermore, using the sample data of questionnaire survey in main urbanized areas, rural areas and key ecological function areas, it reveals the impact mechanism of multifunctional integration of land consolidation on farmers’ sustainable livelihood by difference-in-difference model, multiple disordered logistic regression, and ordinal regression. Finally, it explores the implementation path of multifunctional integration of land consolidation to promote farmers’ sustainable livelihood.

实现土地整治的多功能融合，是新时代推进土地整治转型发展的核心任务，也是促进农户可持续生计能力提升的必然要求，更是实现乡村振兴伟大战略的有效途径。项目基于农户主位视角，开展土地整治多功能融合对农户可持续生计的影响机理研究：首先，诊断当前土地整治现状及其功能实现问题；以土地整治的发展转向和农户可持续生计的现实需求为导向，重塑土地整治功能价值，再造土地整治多功能系统，分析功能要素的关系与融合方式；其次，构建农户可持续生计的逻辑架构，厘清土地整治多功能融合对农户可持续生计的影响路径；再次，利用主要城市化地区、农村地区、重点生态功能区问卷调查的样本数据，采用双重差分计量模型、多项无序Logistic回归、定序回归等方法，揭示土地整治多功能融合对农户可持续生计的影响机理；最后，在上述研究的基础上，探究提升农户可持续生计的土地整治多功能融合实施路径。

研究背景：实现土地整治的多功能融合，是新时代推进土地整治转型发展的核心任务，也是促进农户可持续生计能力提升的必然要求，更是实现乡村振兴伟大战略的有效途径。当前土地整治的功能定位囿于发挥土地的生产效益，忽视对农民“三生”需求的统筹兼顾。.研究内容与重要结果：在国内外文献梳理的基础上，首先构建“土地整治—产业融合—农业多功能绩效”分析架构，阐释土地整治对农业生产功能、生态功能、社会功能和休闲功能等多功能绩效的影响机理，揭示土地整治的多功能融合表现为通过农用地整治、农村建设用地整治、生态保护修复等内容重构农业生产、生活、生态空间，全面提升耕地产能、建设用地利用效能和生态系统服务功能。功能优化会促进土地的价值提升，进而创造出安全、可持续的农村高品质“三生”条件，降低农户生计系统的脆弱性，提高农户的可持续生计能力。其次，从耕地产能、建设用地利用效能和生态系统服务功能方面开展土地整治对农户可持续生计能力的影响机理研究。最后，根据可持续生计框架的思路，构建“土地整治→生计资本→生计策略→生计结果”分析架构，揭示土地整治通过增加农户生计资本和优化农户生计策略，可以打破农户行为决策的个体性和社区生态资源的公共性的矛盾，实现农户福祉水平改善和生态系统保护双赢的生计结果。.关键数据：2018年1月湖北省江汉平原的潜江市和天门市，武陵山区的咸丰县和宣恩县的有效问卷483份；2021年1月和10月湖北省武汉市江夏区，咸宁市咸安区、崇阳县和通城县的有效问卷477份。.科学意义：本项目有助于推动土地整治由“以地为本”向“以人为本”转变，由重视土地的数量与空间管制向质量管控和功能保护过渡，以经济开发为重点向生产集约、生活提质、生态改善的“三生”目标递进，由单一国土开发向山水林田湖草沙一体化保护和系统治理更新，注重资源利用的生产能力、生态环境、经济社会持续性，对于更好地谋求中国土地整治的发展之道，实现乡村振兴战略具有重要的意义。
