区际产业转移与欠发达地区区域创新系统构建：影响机理、构建路径及政策体系

On basis of the research of existing literature and combined with the normative research and empirical research method，the project firstly analyzes the connotation and characteristics of interregional industry transfer,less developed areas regional innovation system.Then，this project analyzes the influence mechanism on interregional industry transfer and less developed areas regional innovation system from influence factors，influence path and influence effect three aspects. On basis of this，from top-level design，middle design and bottom design three aspects，analyzes the build path of less developed areas regional innovation system based on interregional industry transfer，through the top-level design research to position the system function and system oriented，through the middle design research to construct the structural framing and operation mechanism and set up the corresponding platform system，through the bottom design research to chooses the organization pattern of platform，designs the working process of platform；At the last，from policy environment，policy tools and policy effect mechanism three aspects，constructs the policy system of less developed areas regional innovation system based on interregional industry transfer.The project will not only in theory to make exploration, and will be to the development of less-developed regions is of great significance to the practice.

本项目在对相关文献综合分析的基础上，运用规范分析及实证分析的相关方法，首先，对欠发达地区区际产业转移及区域创新系统的内涵及特征进行分析；然后，从影响要素、影响路径及影响效应三个方面分析区际产业转移与欠发达地区区域创新系统的影响机理；在此基础上，从顶层设计、中层设计及底层设计三个层面对基于区际产业转移的欠发达地区区域创新系统的构建路径进行研究，通过顶层设计的研究定位系统的功能和导向，通过中层设计的研究构建系统的结构框架和运行机制，通过底层设计的研究搭建系统的平台体系架构，选择平台组织模式及设计平台工作流程；最后，针对基于区际产业转移的欠发达地区区域创新系统构建过程中的障碍性因素及制度需求，从政策环境、政策工具及政策作用机制三个方面分析及构建推动基于区际产业转移的欠发达地区区域创新系统发展的政策体系，本项目不仅会在理论上做出有意义的探索，而且将对欠发达地区的发展实践有着重要的意义。

本项目在总结归纳了国内外区际产业转移、区域创新系统和区域创新网络相关研究的基础上，对区际产业转移与欠发达地区区域创新系统构建：影响机理、构建路径及政策体系这一课题进行了研究。首先，本项目采用绝对份额法、产业转移指数法及区位熵法对欠发达地区承接区际产业转移的规模及类型进行测度，并采用随机前沿模型构建了区际产业转移影响下的欠发达地区区域创新系统影响效率。其次，按照影响因素、影响路径及影响效应的思路分析了区际产业转移对欠发达地区区域创新系统的影响机理及欠发达地区区域创新系统对区际产业转移的影响。并采用系统动力学模型对区际产业转移与欠发达地区区域创新系统的影响关系进行仿真模拟，分析了区际产业转移驱动下的欠发达地区政府的决策行为。再次，以“区际产业转移主体行为阶段”和“欠发达地区区域创新网络整体特征涌现的阶段”两大研究主线对基于区际产业转移的欠发达地区区域创新网络进行深入研究。运用扎根理论等方法，对基于区际产业转移的欠发达地区区域创新网络嵌入和结网研究。在此基础上，运用多智能体仿真的方法，对基于区级产业转移的欠发达地区区域创新网络的运行与演化进行了研究探讨。最后，构建了基于区际产业转移的欠发达地区区域创新政策体系。以产业转移和欠发达地区区域创新政策体系相互影响机制以及政策体系的主要框架为切入点，研究了政策体系中政策主体、政策工具及政策环境的概念及分类，以及政策主体、政策工具及政策环境对产业转移的影响，并以此为基础，构建了产业转移前和产业转移后的欠发达地区区域创新政策体系，分析框架内的相互作用关系，并针对政策体系的构建提出相应的保障措施。
